If an Offeror s proposal receives an unacceptable rating in Evaluation Factor 4: Integrated infrastructure and ceiling support(airframe) system, but is otherwise found technically acceptable, is the proposal still considered technically acceptable? Anwer: No, if an Offeror s proposal receives an unacceptable rating in Evaluation Factor 4: Integrated infrastructure and ceiling support(airframe) system it is automatically considered not technically acceptable. This amendment adds the following information to the solicitation: Offeror s shall be allowed to arrange escorted individual site visits to the project site for further site investigation.
