Advance Procurement Notice Housing Construction plan Purpose of this Advance Procurement Notice This is not a bid solicitation nor a request for proposals. This is an advance notice for potential contracts to provide interested Design-Builders an opportunity to learn about the upcoming housing construction program. Note that there is no guarantee that these solicitations will proceed. Description of the Program and Services The Canadian Forces Housing Agency (CFHA) is planning a Housing Program to support the delivery of new residential housing for members of the Canadian Armed Forces at bases and wings across Canada. CFHA is responsible for the provision and management of military housing on Department of National Defence (DND) lands, and this program supports ongoing efforts to modernize and expand the housing portfolio to meet current and future operational needs. The objective of the program is to deliver new housing efficiently and at speed through Modified Design -Build (MDB) delivery model that integrates studies, design and construction under a single contract. The services required under this program include: Architectural & Engineering (A&E) services for the provision site studies, planning and detailed design development and all associated works. Design and construction of new infrastructure and housing to support the residential housing program. Note that certain locations may involve phased delivery. Planned building types will emphasize higher-density development, primarily mid-rise apartment buildings. The proposed number of units at each location is subject to adjustment as requirements are finalized. It is anticipated that each location will be delivered under its own Modified Design-Build (MDB) contract. However, subject to change, certain locations may be bundled and procured through a single Request for Proposals (RFP), as outlined below in no particular order. It is anticipated that the following solicitations related to this program will be initiated in Spring 2026. This is conditional on receiving approval to proceed by the Department of National Defence (DND).
