Summary
The purpose of the procurement is to acquire a secure and flexible dry storage solution for interim storage of spent nuclear fuel (the "Solution") in line with the current IAEA guidelines (see Appendix E), which allows for the extraction, loading, transportation, inspection and relocation of the spent nuclear fuel from the Kjeller Facility and the Halden Facility. Reference is made to the description in Appendix A.The main element of the contractor’s scope of work consists of developing the Solution in such a way that NND is granted a license for the Storage Facility in accordance with the Nuclear Energy Act Section 4 which includes the Solution as part of the licensed concept, and/or NND/IFE is granted an adjustment of NNDs/IFEs licence for Halden and/or Kjeller is granted in accordance with the Nuclear Energy Act Section 12 which includes the Solution as part of the licensed concept at either of the existing facilities. The process under the Nuclear Energy Act Section 4 entails that Direktoratet for strålevern og atomsikkerhet (the Norwegian Radiation and Nuclear Safety Authority, hereafter referred to as the “DSA”) receives and processes an application from NND, and provides its recommendation to the King in Council, who makes the final decision on whether a licence is granted. The process under the Nuclear Energy Act Section 12 entails that the DSA receives, processes and finally approves or denies an application from NND/IFE.
