IDA-66510 Assignment Title: Project End line Evaluation Reference No.: ET-MOA-534294-CS-QCBS The Federal Democratic Republic of Ethiopia has received financing from International Development Association (IDA) and other Development Partners toward the cost of: Ethiopian Emergency Locust Response Project (EELRP Project and intends to apply part of the proceeds for consulting services, The consulting services (“the Services”) includes the services of carrying out Project End line Evaluation .The objectives of the Project End line Evaluation are as follows; The primary aim of the survey is to evaluate the overall impact and achievement of the Project Development Objective (PDO) and targeted outcomes, in the implementation of the project period based on the key Project development objective indicators and the intermediate outcome indicators in the project results framework while drawing lesson learned, deriving relevant policy insights and recommendations. Specific objectives include: Evaluate the project's performance in achieving development objectives and results, such as limiting the threat of locust outbreaks, restoring and rehabilitating livelihoods of affected households, and improving early warning and preparedness systems. Assess the performance of the project's components and subcomponents, including the actual results achieved. Compare performance against baseline data and evaluate the project's success in meeting PDO and intermediate indicator targets as outlined in the project result framework, using performance data and survey results. Evaluate the implementation performance of environmental and social safeguards in line with the ESMF, and Social End line, including the functionality of the Grievance Redress Mechanism (GRM) and measures against Gender-based Violence (GBV). Identify key lessons learned and best practices, including what worked well, what did not, and why, document conclusions and action recommendations inform future interventions and policy recommendations. Assess key factors that influenced project performance and examine any unintended results. Examine the project's overall performance against key evaluation criteria: relevance,. the Ministry of Agriculture (MoA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are: Core business and years in business, relevant experience, and technical and managerial capability of the firm. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017, July 2018 and Nov. 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications, and should indicate clearly whether the association is in the form of a joint venture or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost Based Selection Method (QCBS) set out in the Procurement Regulations.
