Introduction Name of Service: National Consultancy Firm to Support the NPAP Communications Campaign and visibility items production Duty Station: Vientiane, Laos. Contract duration: Feb to Mar. 2026. Scope of work Under the overall guidance of UNDP and in close coordination with the National Plastic Action Partnership (NPAP) Secretariat, the selected communications firm will be responsible for providing end-to-end creative, production, and event management services to support the implementation of the awareness campaign. The scope of work for the communication firm will provide end-to-end communications services to design, produce, and roll out the NPAP Lao PDR campaign “Who Cleans Your Street”? The scope covers creative development, content production (digital static), dissemination support, and handover of the final assets for UNDP use. The work will have geographic focus in Vientiane, Luang Prabang, Champassak and two other sites to be identified. Overall, the scope of work covers: · Creative production (Photo/Video) and storytelling: Plan and deliver photography and videography outputs for the campaign (e.g. portraits/photo cards, short reels, and video packages) and curate visual storytelling elements for use across NPAP channels and the forum experience. · Graphic Design and layout for campaign collateral and merchandise: Design and produce print-ready artwork, illustrations, and layout templates for merchandise and materials, ensuring brand consistency. · Printing and production management (end-to-end): Manage the full production cycle from proofing and color checks to final delivery, coordinating vendors and advising on materials, specifications, and sizing based on campaign and event needs. · Forum/Event design, planning and technical delivery: Lead end-to-end organization of the NPAP events, provide technical and on-site AV/media setup, and integrate creative engagement mechanisms. Task 1: Inception Report include creative concept, production planning Conduct Kick-off meeting with NPAP/UNDP to validate objectives, key messages, target audience, platforms, and timeline/phasing - Submit an inception report including Creative direction, story approach, production planning, film/interview plan (3 provinces), content calendar, and approval checkpoints. - Draft script/storyboards, and creative mock-ups for each content output (reels, portraits, blog/press release, billboard creatives, wrap-up video) Deliverable: 1 Inception report layout creative ideas and timeline of the implementation Task 2: Content Production and Post-Production - Produce short-form dynamic video reals (A Day in Life) designed to provoke discussion and reflection. - Produce a human-interest portrait series (Faces, names, Key info and Stories) for NPAP and UNDP channels. - Draft and finalize written story packages for NPAP web/blog publication and a press release format (The life of a waste picker) - Design statics creatives and templates consistent with campaign identity (UNDP and NPAP) and visibility needs. Deliverable 2: Dynamic content “A Day in Life” reels (edited, platform-optimized), Human-Interests portrait series (edited photo set + story captions/cards), and a Written Package: “The life of a waste picker” Task 3: Field production, wrap-up advocacy videos and forum organization, and dissemination support - Organize and conduct filming/photography/interview with identified waste pickers in the three campaign locations. - Product high-quality raw footage and photo suitable for digital reels, portraits and semi-documentary wrap-up. - Produce the campaign wrap-up semi-documentary video that consolidates stories and can be used as advocacy materials. - Support the organization of the wrap forum of NPAP including Coordination, administrative and logistic support, communication related work including but not limited to social media teaser and after events, designing posters, photography and videography as needed. Deliverable 3: One wrap-up video and forum organization Task 4: Final handover of all the communication products - Submit a complete handover of final output including raw, editable file and the final formats file, and brief completion note on the impact of campaign (KPI).
