The Smithsonian Institution is providing this Notice of a Pending Solicitation. The Smithsonian will be seeking Proposals for Indefinite Delivery/Indefinite Quantity (IDIQ) Planned Maintenance and Inspection Services for Environmentally Controlled Walk-In Units. The applicable North American Industry Classification Codes (“NAICS”) is 236220 Commercial and Institutional Building Construction, size standard is $45 million. This announcement is open to all businesses regardless of size. Background : The Smithsonian Institution (SI) facilities contain approximately seventy (70) Environmentally Controlled Walk-In (ECWs) units of various manufacturers. The ECWs encompass diverse operating conditions and house items such as national collections, specimens, animal food and medicine, preparatory lab items, necropsy products, artifacts, low radioactive material, photographs, biobank material, pest control items, DNA, somatic cells, tissues, blood products, artifacts, germplasm (sperm and eggs), embryos, waste products, as well as other animals, plant, and soil products that support SI’s mission. The ECWs are mechanically diverse with differing electrical supply voltages, refrigerant systems, sizes, purposes, and environmental controls. Period of Performance : The initial period of performance is for one (1) year from the date of award. The Smithsonian Institution hereby reserves the right to renew the resultant contract with the selected Contractor(s) for nine (9) additional one (1) year periods. Locations : SI has a requirement to provide ECWs with routine Planned Maintenance and Inspection (PM&I) for facilities in the following locations: • Washington, DC • Suitland, MD • Front Royale, VA • Edgewater, MD • Chantilly, VA • Landover, MD (Pennsy Drive) Questions/Clarifications: Kindly submit all questions and clarifications in Word format, with each set of questions numbered sequentially. For example, the first set should be numbered 1, 2, 3, the second set 4, 5, 6, to grantCA@si.edu . It is requested that all questions be sent in by Thursday, March 5, 2026 3:00PM ET. Responses will be posted on SAM.gov. Tour of Site : A site visit will of some locations will be scheduled for Tuesday, February 24th at 9:00 AM . Perspective offerors are to meet at Smithsonian’s National Zoo & Conservation Biology Institute Staff Parking Lot C 3001 Connecticut Ave., NW Washington, DC 20008 No questions pertaining to the RFP will be answered at the site visit.
