Specific Procurement Notice Request for Bids Small Works (Two-Envelope Bidding Process) Employer: Ministry of Environment and Spatial Planning Project: Fostering and Leveraging Opportunities for Water Security (FLOWS) Contract title : Priority Remedial and Monitoring/Instrumentation Works for Selected Dams in Kosovo Country: Republic of Kosovo IDA Credit No.: 6636-XK Project ID No.: 169150 RFB No: FLOWS-NCB-W-04 Issued on: 22 June 2026 The Government of Kosovo has received financing from the World Bank toward the cost of the Fostering and Leveraging Opportunities for Water Security (FLOWS) Project and intends to apply part of the proceeds toward payments under the contract for Remedial Works Monitoring for 5 dams (Badovci, Batllava, Perlpenica, Radoniqi, Ujman). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing,”. The Ministry of Environment and Spatial Planning, through Project Management Team (PMT) of FLOWS project now invites sealed Bids from eligible Bidders for Remedial Works Monitoring for 5 dams (Badovci, Batllava, Perlpenica, Radoniqi, Ujman). The construction period is twelve (12) months maximum depending on award date, and contract completion date cannot go beyond August 31 2027. Bidders are required to have a minimum average annual construction turnover of Euro 3.8 million (Three million and eight hundred thousand). The Works comprise the execution of priority remedial interventions at selected existing dams in Kosovo, including localized concrete repair and restoration works, crack sealing and injection, waterproofing and protective treatments, rehabilitation or replacement of seepage monitoring arrangements, installation of additional monitoring instruments where specified, completion, connection, testing and commissioning of existing dam monitoring instrumentation systems, and associated electromechanical and hydraulic safety system works such as pipe, valve, actuator, switchboard, and related installation or rehabilitation works where included in the Bill of Quantities. The Works are limited to the interventions specifically identified in the BoQs and technical specifications and do not include major rehabilitation of dam embankments or dam bodies unless expressly stated. The contract with the winning contractor will cover the three priority dams — Batlava, Ujman, and Perlepnica. The two remaining dams, Badovci and Radoniqi, will be included subject to the availability of funds. This procurement covers only the priority interventions identified by the Employer and listed in the Bill of Quantities and technical specifications. Bidders shall price only those items included in the issued bidding documents. If any item in the BoQs is identified by the Employer during bidding as non-priority or outside the intended procurement scope, such item shall be clarified through addendum and, as applicable, removed from the scope, treated as optional, or reserved for future procurement. Bidding will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers, Fifth Edition, September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
