INVITATION FOR BIDS – GOODS PROCUREMENT (SINGLE-ENVELOPE BIDDING PROCESS) PROCUREMENT NOTICE Country: Türkiye Project Name: Support to Transition to Labour Market Project Contract Title: Procurement of Laptop Computers Grant No.: TF0B7815 RFB Reference No.: FRIT2.GO-2.2-04-I The European Commission and the World Bank have signed a framework agreement for the Programmatic Single-Donor Trust Fund under the Partnership Program for the Central Asia and Europe Region. Within the scope of this framework agreement, a grant agreement has been signed between the Republic of Türkiye and the World Bank (the Bank) for the financing of the Support to Transition to Labour Market Project (the Project). Expenditures under this contract will be financed from this grant fund. The Department of Support Services of the Turkish Employment Agency General Directorate invites eligible bidders to submit sealed bids for the Procurement of Laptop Computers. The procurement will be conducted through open competitive bidding using a Request for Bids (RFB) process as specified in the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016 and is open to all eligible Bidders as defined in the Procurement Regulations. Interested eligible Bidders may obtain further information from the Department of Support Services of the Turkish Employment Agency General Directorate and inspect the bidding document at the address given below during office hours between 08:30 and 17:00 at: Emniyet Mah. Mevlana Bulvarı No:42 Floor:12 Yenimahalle/Ankara, Türkiye. Bids must be delivered to the address below no later than 18/05/2026 at 09:55. Late bids will be rejected. Bids will be publicly opened on 18/05/2026 at 10:05 at the following address in the presence of the Bidders’ designated representatives and anyone who chooses to attend: Department of Support Services, Turkish Employment Agency General Directorate Emniyet Mahallesi Mevlana Bulvarı No:42 Yenimahalle/Ankara, Türkiye. All bids must be accompanied by a Bid Security in the amount of at least TRY 500,000. Qualification Criteria The arithmetic average of the annual turnover amounts for the last 3 (three) years (2023-2024-2025) related to all types of completed works, documented by progress payment certificates certified by a Certified Public Accountant (CPA) or annual turnover statements certified by the Tax Office, adjusted to 2026 values using the Domestic Producer Price Index (D-PPI), must be at least TRY 20,000,000 (twenty million Turkish Lira). The turnover of works performed in 2026 shall also be included in the 2025 turnover. Documents obtained from Employers evidencing the supply of Computers and Hardware in the Public or Private Sector within the last 5 years prior to the bid submission date. The Bidder must have completed works amounting to at least TRY 15,000,000 (fifteen million Turkish Lira) in total under a maximum of three contracts.
