This portfolio includes a wide range of community assets from buildings such as libraries, swimming pools, and recreation centres to open spaces including local parks, regional parks, sports fields, and campgrounds. In 2016, Auckland Council initiated an open procurement process for its Full Facilities Maintenance contracts. This initiative, known as Project 17 (P17), brought together a comprehensive range of maintenance services. These include the maintenance of parks, buildings, open spaces, sports fields, and public toilets, as well as rubbish collection, mowing, streetscape gardening, locking and unlocking facilities, and weed control. The current Full Facilities Maintenance contracts will expire on 30 June 2027. To ensure continuity of services, planning is already underway for the next round of multi-year contracts, which will commence from July 2027. Through this two-stage procurement process, we aim to secure facility maintenance services that deliver on the following key objectives: • Achieve cost efficiency and value for money • Generate local economic, social, and environmental benefits • Enhance contract performance and strengthen management mechanisms The procurement goals for the upcoming contracts are to: • Support increased Local Board decision-making • Ensure flexibility to address local priorities • Strengthen council’s partnership with mana whenua • Advance council’s social, environmental, supplier diversity targets, and Māori suppliers’ targe • Maintain cost-efficiency, quality, scalability, responsiveness to emergency events, and consistent service delivery.
