Summary
This is notice of the Government’s intent to issue a sole-source firm-fixed price solicitation. The proposed action is intended to be awarded on a sole source basis to: Starrag, CAGE 42FD7 under the authority of 10 U.S.C. 2304(c)(1) and implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. DLA Weapns Support Richmond intends to issue a Sole Source solicitation to procure a quantity of 1 each for a Starrag Model: Droop+Rein G 80 TT T80 C model Heavy Duty Propeller Profiler, with a quantity option of 1 within 1 year of base award. Base contract completion required in 365 days ARO. Complete technical data package VIBB 25-25-1002 including all design, supplies, and labor requirements will be included as a part of the solicitation. Technical data package requires turnkey services for: installation, foundation, shipping, rigging, post processor, OSHA certification, IUID tag, training, and technical data (i.e. manuals, drawings). Request for Proposal SPE4A8-26-R-0002 is anticipated to be issued February 2026. FOB will be at Destination/Inspection at Origin/Acceptance at Destination. The solicitation will be Other Than Full and Open Competition. Award will be result in a Firm, Fixed Price Contract. Proposals sent via/ email will be accepted. This solicitation and award will be made under FAR 15 procedures. This solicitation will contain Controlled Unclassified Information (CUI) will require the offeror to have a completed Joint Certification Program (JCP) with the DLA Enhanced Validation (DEV) to retrieve the CUI from DLA’s Collaboration Folders (AKA C-Folders). DLA Anticipates including DFARS 252.204-7012, DFARS 252.204-7019 and DFARS 252.204-7020 in the solicitation. Lack of compliance with these clauses would result in an offeror being ineligible for award.
