REQUEST FOR EXPRESSION OF INTEREST (CONSULTING SERVICES) Country : Kyrgyz Republic Assignment: Audit of ARIS projects funded by the World Bank. Ref. No. (according to PP): ARIS-AUDIT-LCS-2025 The Government of the Kyrgyz Republic (Recipient) has received funds from various donor organizations to implement projects and intends to use part of these funds for consulting services. Consulting services (“Services”) include project audits. Terms of Reference for this assignment can be obtained after registration on the official ARIS website (tab “ Tenders ” ): www.aris.kg The Community Development and Investment Agency (ARIS) is the implementing agency for these Projects. ARIS hereby invites eligible consulting companies (“Consultants”) to express interest in providing this type of service. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to provide these Services. Evaluation criteria for shortlisting companies: General experience of the company (5 years) in the required field; At least 3 similar tasks completed over the last 3 years; The Consultant must be on the World Bank ECA list of eligible audit firms. Within the projects: Sustainable Development of Rural Water Supply and Sanitation Project (SDRWSSP), Regional Economic Development Project in the Osh region and Osh city (REDP), Second Regional Economic Development Project in the Batken Region (REDP-2), and National Community Initiatives Project (NCIP). Interested consultants should note paragraphs 3.16 and 3.17 of the World Bank's Procurement Guidelines for IPF Borrowers , issued in July 2016 and revised in November 2017, July 2018, November 2020, and September 2023 (the "Procurement Guidelines"), which set out the World Bank's conflict of interest policy Consultants may work with other companies through a joint venture or as a subconsultant to enhance their expertise. All members of the joint venture must bear joint and several liability for the performance of this assignment. However, the sub-consultant's experience will not be taken into account in the evaluation. The Consultant will be selected in accordance with the Least Cost Consultant Selection (LCS) method specified in the relevant Consultant Selection Guidelines and Procurement Rules.
