Mission and Installation Contracting Command (MICC) Fort Bliss is issuing a PRE-SOLICITATION NOTICE for a Request for Proposal (RFP) firm fixed price contract for Solid Waste Management Refuse and Recycling services at Fort Bliss, Texas. The contract is a non-personal services agreement, meaning the government will not supervise the contractor’s employees directly. This procurement has been determined to be a Competitive 8(a) program under NAICS 562111 (Size Standard $47.0 Million). The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform all solid waste management to include recycling service tasks and frequencies as described and defined in the PWS. Work will be within the confines of Fort Bliss, White Sands Missile Range. The Wage Determination’s 2015-5229 Revision No.: 28 12/03/2025 (State: Texas, Area: Texas Counties of El Paso, Hudspeth), 2015-5447 Revision No.: 27 12/03/2025 (State: New Mexico, Area: New Mexico County of Dona Ana), 2015-5455 Revision No.: 29 12/03/2025(State: New Mexico, Area: New Mexico Counties of Chaves, Eddy, Lincoln, Otero) and will govern work under this contract. (please make sure these are still the current versions, add revisions numbers and dates) An organized site visit will be conducted for this procurement. Details of the site visit will be available in the solicitation. To ensure compliance, the contractor must adhere to strict performance and quality standards, develop detailed plans (e.g., Quality Control Plan, Safety Plan), and comply with all applicable federal, state, and local regulations. Security is also a significant component, requiring the contractor to follow specific access protocols and complete mandatory training for all employees. The government, through the Contracting Officer (KO) and Contracting Officer’s Representative (COR), will monitor performance and conduct regular evaluations. This contract will be structured with a base year plus four one-year option periods, and a potential six-month extension. The tentative anticipated date for issuing the solicitation is on or about 25 February 2026under W911SG25RA009 solicitation number. The technical exhibits will be available for inspection without charge thru SAM.gov at https://sam.gov. No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents. Interested parties must be currently registered in the System for Award Management (SAM) at https://sam.gov to receive a government contract award. Online Representations and Certifications Application (ORCA) must also be current and include NAICS 562111 to qualify to receive a contract award.
