Requirement Overview: The DEA Office of Acquisition (FA) intends to award a sole-source, Firm-Fixed-Price (FFP) purchase order to the Highlands Ranch Law Enforcement Training Foundation (UEI: H8YFF5F9TM53), located at 6001 Ron King Trl, Littleton, CO 80125. 2. Purpose & Justification: The DEA Rocky Mountain Division (DN) requires specialized facilities for firearm training and mandatory agent qualifications. The Highlands Ranch facility—operated jointly by the Arapahoe County Sheriff’s Office and the Douglas County Sheriff’s Office—is the only venue capable of meeting the division's specific operational needs. Key capabilities required include: • Access to six distinct firing ranges. • The only regional range permitting "drive-up" vehicle-based training. • A dedicated live-fire shoot house for tactical simulations. This acquisition is conducted under FAR Part 13 Simplified Acquisition Procedures. Per FAR 5.102(a)(6), the full justification will be posted following the award. 3.
