Tender summary

The Ministry of Defence trains military personnel and qualifies them as parachutists. The Defence Parachute School (DPS) is, for this purpose, the executing authority responsible for all parachute courses, exercises and training within the Procuring Authority. The scope of the contract: - Provision of a suitable aircraft with crew, and - Provision of a military training and exercise location where both free‑fall jumps and jumps with an automatic (static‑line) opening can be carried out. In addition to these training and exercise capabilities, the location must also have military support facilities on the training complex. The reason for this is to limit the number of travel movements and travel times, thereby providing more time for jumps, allowing better anticipation of weather changes, and reducing the risk of losing suitable jump windows. The geographical location of the training and exercise site (Central France) is important because of the weather conditions. The thermal conditions must be ideal year‑round for conducting (operational) jumps. The jumps are mainly performed during daylight, but jumps after sunset and before sunrise are also required. The site must make it possible to jump at any hour on any day.
