We are not expecting that one vendor can provide all our requirements. We are happy to partner with multiple vendors to deliver the implementation and undertake ongoing business as usual support. Central Otago District Council (Council) is seeking a strategic partner (or partners) to assist in the renewal and implementation of our Geographic Information System (GIS) and to provide ongoing "Business as Usual" support. A critical driver for this project is increasing organisational resilience. Council seeks to transition from a model reliant on individual subject matter expertise to a robust, partnered support model that ensures business continuity, scalable capacity, and alignment with Council’s Digital Strategy 2026-2030. Suppliers are to ensure that they can provide a valid solution and confirm they have the following skills and attributes: Strategic Partnership Capability: Proven experience in operating as a long-term strategic partner rather than just a software vendor, providing proactive advice and capacity management to mitigate resource risks. Local Government Expertise: Deep understanding of NZ Local Government functions (Rating, Assets, Planning) to ensure solutions deliver on Community Outcomes. Security & Compliance: Demonstrated capability to deliver secure solutions that align with the NZ Information Security Manual (NZISM) and Council’s goal to "Build Digital Trust". Integration & Automation: Expertise in integrating GIS with core business systems (specifically Asset Management and Rating) to reduce manual handling and drive process efficiency. Change Management: Experience in leading organisational change and user empowerment to foster a "Digital-First Culture". The key Geographic Information System functionality has been identified as: Mobile Desktop Database Processing Services Web Services Web Catalogue Web Portals
