REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) SRI LANKA PREPARATION GRANT FOR SRI LANKA PORTS AND LOGISTICS DEVELOPMENT PROGRAM (PORTAL) Grant No.: TF0D0285 Assignment Title: Consultancy Services for Preparation of a Land Use Optimization Study for the Port of Colombo Reference No . : LK-SLPA-GFPP-548857-CS-QCBS The Sri Lanka Ports Authority has received financing from the World Bank toward the Sri Lanka Ports and Logistics Development Program, and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include carrying out a major land use survey and a land use optimization plan for the Port of Colombo. The Terms of Reference (TOR) that govern the assignment could be found in the annex 01. www.slpa.lk The Sri Lanka Ports Authority now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: 1.1 The experience in similar consultancy assignments within last 10 years, specially in port related environment/zone, consultants shall provide their most relevant consulting projects information to demonstrate the firm’s technical competence and land use optimization experience. And also the consultant shall have the expert team including the key personnel of team leader/ project Manager, Land survey expert, Legal expert, Port Related logistic expert, Transport Planner Expert, Environmental and Social Impact Expert a s per the Expert requirement of the TOR 1.2 The Consultants shall not have been debarred or blacklisted by Government of Sri Lanka during the last 5 years. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IDA Credits & Grants by World Bank Borrowers World Bank Procurement Regulations for IPF Borrowers (Regulations) setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. A Consultant will be selected in accordance with the QCBS method set out in the Consultant Guidelines.
