ATTACHMENT IV: REQUEST FOR INFORMATION (RFI) DATE OF REQUEST: 21 Jan 2025 CONTRACTOR QUESTION(s): So far, we have had difficulties to procure some items which are categorized as CFM. We would be pleased if consideration to change some CFM to GFM was exercised. Please see the attached for subjected CFM items. GOVERNMENT RESPONSE(s): CONTRACTOR REQUEST FOR ATTACHED MTRL TO BE PROCURED VIA GFM IS NOT ACCEPTABLE. IF GOVERNMENT IS REQUIRED TO PROCURE, THE LEAD TIME WOULD BE IN EXCESS OF 6 MONTHS. THIS WOULD NOT BE AN ACCEPTABLE SOLUTION TO THE CURRENT POP. PLEASE INVESTIGATE OTHER OPTIONS, OR IF A JAPANESE EQUIVILENT IS AVAILABLE. MSRA/ABR Holders, 5 JAN 2026 The purpose of reopen for this amendment 0002 is issued to inform potential bidders/offerors that the Solicitation is being reopened due to no bids were received. The original closing date was 5-Jan-2026 at 10:00AM Japan Standard Time (JST). In consideration with the week-long Japanese holiday for New Year, the submission deadline will be extended to provide more time for proposal preparation. The new deadline for submission of proposals is 26-Jan-2026 at 10:00AM JST. All other information remains unchanged. See attached solicitation amendment for details. 4 DEC 2025 The purpose of reopen for this amendment is to respond to the question and to provide the revised Work Item 514-20-001. Berthing and Messing Barge YRBM-57 Intermediate Maintenance Availability (IMAV) MASTER AGREEMENT FOR THE REPAIR AND ALTERATION OF VESSELS (MARAV): In the event the successful offeror possesses a Master Agreement for Repair and Alteration of Vessels (MARAV) with the U.S. Navy in the form of either a Master Ship Repair Agreement (MSRA) or an Agreement for Boat Repair (ABR), award for this requirement will be made in the form of a firm fixed price job order under the applicable agreement and all of the terms and conditions of the offer's existing MARAV will apply. MSRA/ABR Number: ___________________ Firms who do not possess an active U.S MSRA/ABR as a Prime Contractor are ineligible for award. Pursuant to FAR 5.202(a)(12), this is a non-mandatory synopsis. This solicitation is intended only for sources duly authorized to operate and do business in Japan as prescribed by DFARS 252.225-7042. 1. REQUIREMENT: NAVSUP Fleet Logistics Center Yokosuka (NAVSUP FLCY) has a new requirement in support of the Yard, Repair, Berthing, Messing (YRBM) YRBM-57 berthing and messing barge. The repair and maintenance package of work items are included as Attachment (I) Work Specification(s) for package. 2. PERIOD OF PERFORMANCE: From 1 Mar 2026 to 15 Jun 2026 3. PLACE OF PERFORMANCE: Yokosuka Naval Base 4. OFFER: Offerors must provide all information required by this solicitation no later than 5 Jan 2026 at 10:00 AM Japan Standard Time (JST). 5. WORK ITEM INFORMATION: Access to the work specification package listed in Section J as Attachment (I) may only be accessed through DoD SAFE. DoD SAFE is a secure U.S. Government repository which enables the sharing of large files and requires outside users to receive a drop-off request from the U.S. Government.
