To maximize impact, the CBR Project requires enhanced communications and knowledge management support to simplify complex and technical subject matter, raise awareness of key issues, and make information accessible to a broad range of stakeholders. Central to this effort is the creation of a publicly accessible knowledge hub to systematically store and share project information, ensuring transparency, facilitating knowledge exchange, and preserving insights beyond the Project’s lifecycle. Key Deliverables for the assignment include: Standalone Project Website Visual Identity and Messaging Framework Messaging Framework Multimedia Outputs to Enhance Engagement PIFS now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, dated February 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. The best qualified firm to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Regulations and based on the following criteria: Criteria Points Minimum of 10 years of experience in communications, digital platforms, and multimedia production. 30 Proven experience developing websites, branding packages, messaging frameworks, and multimedia content for donor-funded or public sector projects. 30 Strong design, writing, and multimedia production skills. 20 Experience in stakeholder engagement, including translating technical concepts into accessible content. 20 The detailed Terms of Reference (TOR) for the assignment is attached below and provides details of the scope of the services required along with specific deliverables expected.
