BLM-CO After Fire Seeding - Lee, Deer Creek, and Sowbelly Fires This solicitation is for seeding to the Lee, Deer Creek, and Snowbelly fire zones. Please see the attached Performance Work Statement for further details. Basic Contracting Requirements: 1. Active Registration: www.sam.gov/SAM 2. Compliance with Section 889 clauses. 3. Invoicing and Payment: www.ipp.gov - 30-day prompt pay after delivery. We can accept and pay partial invoices for accepted deliveries. 4. FAR Part 12 & FAR Part 13 5. Indian Small Business Economic Enterprise (ISBEE) Set-Aside for NAICS 115310 - Support Activities for Forestry-Forest Fire Suppression $34 6. Type of Contract - Firm Fixed Price - no changes in price. 7. Basis of Award: Price and Other Factors. The other factors are technical and past performance. Among offers determined to be technically acceptable and with satisfactory past performance on projects of similar size and scope, the deciding factor will be low price (See 52.212-2). Instructions to Offerors: - Check your SAM registration, this must be active and current at the time of offers due. - Email or call with any questions you have, prior to the closing date, with enough time to research an answer and post an amendment. - Email your signed quote package to: pfrost@blm.gov, with "140L1726Q0001 - BLM-CO After Fire Seeding - Lee, Deer Creek, and Sowbelly Fires" in the subject line, no later than the closing date to include filled in SF-1449.The company information to include: Name, Address, SAM UEI number, and POC Name and email along with the price should be included in the package. -Include enough description/information in order to determine technical acceptability. -Offers are due 01/13/2026 not later than 17:00 hrs (5:00 PM) Mountain Time Evaluation Factors & Relative Importance Factor 1: Price (Most Important) Factor 2: Technical Acceptability (Go/No-Go) Factor 3: Delivery/Performance Schedule (Less Important than Price; more important than Past Performance) Factor 4: Past Performance (Least Important among non-price factors) Evaluation Approach Price: Evaluated for reasonableness (comparison of quotes, market research, historical pricing). Technical Acceptability (Go/No-Go): Must meet each minimum requirement in the Performance Work Statement. No partial credit. Delivery/Performance Schedule: Evaluated against the Government's required delivery (e.g., 30 days ARO). Earlier delivery is preferred if it does not increase risk or degrade quality. Past Performance: Assessed based on recency (within 3 years or less), relevance, and quality (e.g., CPARS, supplier performance records, references). Confidence ratings: Substantial / Satisfactory / Limited / No Confidence / Unknown (Neutral). The Government reserves the right to hold discussions.
