REQUEST FOR EXPRESSIONS OF INTEREST CONSULTING SERVICES REPUBLIC OF LEBANON LEBANON EMERGENCY CRISIS AND COVID-19 RESPONSE SOCIAL SAFETY NET PROJECT (ESSN) IBRD Loan No. 91980-LB Project ID No. P173367 Post Title: Communications Officer for the Ministry of Social Affairs (MOSA) Reference No. IC030 The Government of Lebanon (GOL) has received financing from the International Bank for Reconstruction and Development (The “World Bank”) towards Lebanon Emergency Crisis and COVID-19-Response Social Safety Net Program (ESSN). The objective of the $246 million project is to provide cash transfers and access to social services to extreme poor and vulnerable Lebanese populations affected by the economic and COVID-19 crises. The Government of Lebanon now invites eligible individual consultants to indicate their interest in providing the services of Communications Officer for the Ministry of Social Affairs under Lebanon Emergency Crisis And COVID-19 Response Social Safety Net Project. Detailed Terms of Reference for the post of Communications Officer for MOSA under ESSN are posted on the website of the Ministry of Social Affairs at the following address: https://www.socialaffairs.gov.lb and Daleel Madani. The Consultant will be evaluated based on the following criteria: A relevant Bachelor’s degree and preferably post-graduate degree (Master’s or higher) in communications, media or social sciences and a minimum of 5 years or more of relevant experience in the communications sector. Solid work experience in communications in Lebanon; Regional/International experience is a plus. Experience working with international media /UN/NGOS/Donors in Lebanon for more than one year. Proven experience in the planning, design, and implementation of communication strategies; preferably in fragile/conflict/post-conflict countries. Demonstrated understanding of the political-economy in Lebanon and familiarity with crisis communications. Solid knowledge of the Lebanese media and civil society landscape. Experience in contemporary best practices around social media, campaigns, opinion surveys. Ability to synthesize and organize complex information into clear, public-oriented documents. Strong organizational, interpersonal, communication, and diplomatic skills. Ability to work independently, to prioritize workload and to remain calm under pressure in a changing work environment; and Excellent oral and written command of Arabic and English. The expression of interest should be in the form of candidate’s CV. Once the short-list is finalized, interviews are expected to be conducted in order to finalize the selection process. Negotiations of the terms of the contract are expected to be conducted in June 2026. The attention of interested Individual Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (September 2023) (“Procurement Regulations”).
