REQUEST FOR EXPRESSIONS OF INTEREST (RE-INVITATION) (Consulting Services–Quality & Cost Based Selection (QCBS- Lump sum) INDIA: ASSAM RESILIENT RURAL BRIDGEPROGRAM (ARRBP). Project ID: IBRD Loan No. 9632-IN Assignment Title: “Consultancy Services for Business Process Reform Study of Assam Public Works Roads Department” Reference No: IN-PWRD-504696-CS-QCBS The Government of Assam has received financing from the World Bank towards the cost of the Assam Resilient Rural Bridges Program and intends to apply part of the proceeds for the above consulting services. The consulting services (“the Services”) include but shall not be limited to tasks mentioned in the Terms of Reference (TOR), which can be downloaded from the website http://www.assamtenders.gov.in. 1.The Chief Engineer (EAP), PWRD, Assam now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. 2.The Short-listing Criteria are: The Firm/Agency should a)Have been in core business of providing consulting services for at least the last 5 (five) years (i.e, FY 2020 to 2025); Should have proven experience of successfully completed consultancy services (i) least three (3) similar assignments for developing strategies for improvement of the performance and reforming the business process of Government Department. b)Have an average annual turnover of INR 50 (Fifty) Million in last three (3) Financial Years (i.e. 2022-23, 2023-24 and 2024-25. The Statements of Turnover and break-up of revenues from consulting assignments shall duly be certified by the Chartered Accountant. c)Have technical and managerial capability of the Consulting Firm. 3. The lists of documents to be submitted online at www.assamtenders.gov.in along with EOI are (EOI shall not be more than total 80 pages): a)Name, address, email, telephone, Cell Phone Number, along with a note on the Ownership and organizational structure & core business area of the consulting firm; b)Document(s) to demonstrate that the firm is in the business for the last 5 years i. e. FY 2025-24, 2024-23, 2023-22, 2022-21 and 2021-20. c)Document(s) relating to details of Similar Assignments executed during the last 5 years as above supported by completion or acceptance certificate(s) of the Employer; d)Certificate from the statutory Auditors/Chartered Accountant stating the year wise annual turnover during each of the last three (3) financial year i.e. 2025-24, 2024-23, 2023-22. e)A short write-up on technical and managerial capability of the firm (key personnel would not be evaluated at this stage and hence CVs shall not be submitted). f)The Client intends to engage the services of Consultants for the afore-mentioned services. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. g)Consultants may associate with other firms in the form of a joint venture or as sub consultancy to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. No key personnel of the Associated partner or sub-consultant shall be allowed 4.A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS-Lump sum) method set out in the World Bank’s Procurement Regulations. 5.The consultancy services shall be for a period of Nine (9) months from the commencement date. 6.Further information can be obtained at the address below during office hours i.e., 10:00 hrs to 17:00 hrs. 7.Expressions of interest (EOIs) must be delivered in a written format online on the Tender Portal http://www.assamtenders.gov.in, latest by 19-12-2025. For submission of EOI online at the web address indicated above, the Consulting Firm is also required to have a Digital Signature (DSC) from one of the Government of India authorized Certifying Authorities. The list of the authorized Certifying Authorities can be found from the link http://www.cca.gov.in 8.Expressions of interest must be submitted online at www.assamtenders.gov.in on or before 1400 Hrs. on 19.12.2025 (IST).
