LAO PEOPLE’S DEMOCRATIC REPUBLIC PEACE INDEPENDENCE DEMOCRACY UNITY PROSPERITY Ministry of Industry and Commerce Electricite du Laos No.: /EDL.PDMC Vientiane Capital, Date:……… Request for Bids Goods (Two-Envelope Bidding Process) Country: Lao People’s Democratic Republic Name of Project: Power Distribution Improvement Project (WB) Contract Title: Design, Supply and Installation of Transformers and Equipment for Substation in Northern Region (Phonsavanh and Nalae) Loan No.: Credit (IDA – 7297-LA) RFB Reference No.: C1-G-01.1 The Electricité Du Laos has received financing from the World Bank toward the cost of the Power Distribution Improvement Project, and intends to apply part of the proceeds toward payments under the contract for Design, Supply and Installation of Transformers and Equipment for Substation in Northern Region (Phonsavanh and Nalae). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit. 2. The Electricité Du Laos (EDL) now invites sealed Bids from eligible Bidders for Design, Supply and Installation of Transformers and Equipment for Substation in Northern Region (Phonsavanh and Nalae), for 180 days delivery period. 3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 20 % for technical and for Bid cost: 80 %. 5. Interested eligible Bidders may obtain further information from Mr. Lik NAKHONEKHAM, Project Manager, Power Distribution Improvement Project (PDIP) and inspect the bidding document during office hours 09:00 to 17:00 hours at the address given below . 6. The bidding document in English language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 2.2 Million Kip or 100 US Dollar. The method of payment will be cross cheque in the name of the Electricité Du Laos. The document will be sent by courier. The EDL will not be responsible for the late delivery or loss of shipment. 7. Bids must be delivered to the address below on or before 14:30 hours on 26th March 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on the same date immediately after the submission deadline at the address mentioned below . All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening. 8. All Bids must be accompanied by a Bid Security of 30,000 US Dollar . 9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 10.
