GM-CPCU - MOFEA-549944-CS-CQS Background: The government of the Republic of the Gambia, under the World Bank (WB) Infrastructure Project has received an IDA Grant in an indicative amount equivalent to US$52.56 million available through The Gambia’s national IDA. The bank intends to apply a portion of this grant to eligible payments under a consultancy contract for the provision of consultant to Review and Update the National Transport Policy (2018–2027) With Integration of Active Mobility and Gender Equality and Universal Access The consulting services include consultant to Review and Update the National Transport Policy (2018–2027) With Integration of Active Mobility and Gender Equality and Universal Access The detailed Terms of Reference (TOR) for the assignment can be collected from the address bellowed. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.: Firm Qualifications and Experience The firm shall have 10 years of professional experience in consulting services related to transport policy review or update development. The firm shall have successfully completed at least three (3) similar assignments in the last ten (10) years involving consultant to Review and Update the National Transport Policy (2018–2027) With Integration of Active Mobility and Gender Equality and Universal Access or equivalent natural resource sector assignments. At least one (1) of the referenced similar assignments shall have been implemented in Sub-Saharan Africa or a comparable developing country context. Experience working on World Bank-financed projects or other Multilateral Development Bank (MDB) funded projects will be considered an advantage. Key Experts and Required Qualifications as per the TOR Team Leader / Transport Policy Specialist Gender and Social Inclusion Specialist Institutional / Policy Expert National Transport Specialist Urban Mobility / NMT Specialist Climate Specialist Transport Economist The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (September 2023 revised February 2025 seventh edition September 2025) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) set out in the Procurement Regulations.
