Hood National Forest, Law Enforcement and Investigations department intends to award a sole source firm-fixed price contract, on behalf of the USDA Forest Service, to the county of Clackamas C-Com.. County of Clackamas 2051 Kaen RD Oregon City, Oregon 97045-4035 Description: The intent of this contract is to obtain 24 hour per day/365 days per year Law Enforcement police dispatch services for Forest Service Law Enforcement personnel: Special Agent (SA), Patrol Captains (PC), and Law Enforcement Officers within the Forest Service Northern Oregon Zone (NOOZ). Mt. Hood National Forest Coverage for the Forest Service North Oregon Zone encompass lands: • Within Clackamas County Northern Oregon counties including: • Within the Mt. Hood National Forest’s 1.067 million acres of lands. • Offices include: the Supervisor’s Office and the Clackamas River Ranger District located in Sandy, Oregon; the Zig Zag Ranger District (RD) located in Zig Zag, Oregon, the Dufur Ranger District located in Dufur, Oregon; the Hood River Ranger District (RD) located in Hood River, Oregon. C-Com dispatch services are necessary for the daily operation of the law enforcement program in the Northern Oregon Zone. C-COM is the 24 hour a day seven day a week central communications center for a majority of agencies in Clackamas County. C-COM handles both 9-1-1 emergency calls and non-emergency calls for both law enforcement agencies and fire departments. C-COM is the only provider of this type of service in the area. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 12.102(a). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Date posted to SAM.gov: 05 January 2026. Date posting will close: 15 January 2026. The North American Industry Classification code is 561421 - Telephone Answering Services. The desired period of performance for the services described herein is anticipated to be from 15 January 2026 through 30 June 2026. The responses to this synopsis will be used to confirm that this is a sole source requirement. This notice is not a Request for Quote (RFQ) or Request for Proposal (RFP); it is a market research tool being utilized to determine the availability and adequacy of potential sources prior to awarding the contract. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this notice of proposed contract action. Responses must be received no later than 15 January 2026 11:00 am PST. All documentation shall become the property of the Government.
