NASA/MSFC has a requirement for an extension to the period of performance for the FACILITIES OPERATIONS AND MAINTENANCE SUPPORT SERVICES (FOMSS) Contract Number 80MSFC17C0007 with prime contractor Amentum Services, Inc. Amentum currently manages the operations, maintenance, and repair of all facilities across NASA’s Marshall Space Flight Center (MSFC) campus. This action will allow uninterrupted operational capability at MSFC. For this immediate action, MSFC intends to extend the current contract with Amentum for up to an additional 18 months from December 31, 2025, through June 30, 2027, to provide continuation of these services through the award of the follow-on FOMSS II contract and into the transition phase. The 18-month extension will consist of three six-month options. This extension will provide uninterrupted critical maintenance, operations, and environmental services that directly support key NASA programs, including the Space Launch System (SLS), Human Exploration Development and Operations, and the Human Landing System (HLS). These services are essential to ensuring the continued functionality and readiness of MSFC’s operational, laboratory, test, and research facilities enabling mission-critical activities such as spaceflight design, flight hardware assembly, and test analysis in support of NASA and its partners. In order to support the continuation of these services to the transition phase of the follow-on FOMSS II procurement, NASA/MSFC intends to issue a sole source contract extension to acquire the services from Amentum to satisfy this requirement. The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This decision is made pursuant to FAR 6.302-1(a)(2)(iii)(A) and (B), which cites that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition or result in unacceptable delays in fulfilling the agency’s requirements. Amentum is currently providing these services to the on-going efforts needed to support NASA mission objectives. The follow-on procurement has been announced and is in progress, but an award is not possible prior to the expiration of the current FOMSS contract. A break in service or introducing another contractor would result in unacceptable risk to the NASA mission. Amentum currently manages the operations, maintenance, and repair of all facilities across NASA’s Marshall Space Flight Center (MSFC) campus. These facilities vary in complexity, ranging from large rocket engine test stands and manufacturing/test laboratories to major office complexes and warehouses. In addition to core facility services, the FOMSS contract provides technical expertise, project management, skilled labor, materials, and specialized tooling required to maintain life safety systems. It also supports the agile planning and execution of facility projects aligned with mission, program, and Center priorities. Due to the complexity and critical nature of these services, maintaining uninterrupted operational capability at MSFC depends on a contractor with extensive institutional knowledge and expertise developed through years of hands-on experience within this highly specialized environment.
