Tender summary

This is a combined synopsis/solicitation for commercial services, prepared in accordance with the format outlined in FAR Subpart 12.6 and supplemented by the information contained in this notice. This announcement serves as the only solicitation; quotations are hereby requested, and no separate written solicitation will be issued. Quotes shall refer to Solicitation Number W911RZ-26-Q-A006 . This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2025-05, dated 07 August 2025, and Defense Federal Acquisition Regulation Supplement (DFARS) Change dated January 17, 2025. Fort Carson intends to award a Firm-Fixed-Price (FFP) service contract to provide Austere Medical Care training. The training includes Special Operations Forces Austere Medical Technician (SOFAMT) scope of practice and critical skills as listed in 1SFC SOFAMT policy, instruction to pass and obtain National Association of Emergency Medical Technicians (NAEMT) or National Registry of Emergency Medical Technicians – Basic (NREMT-B) certification test, Tactical Combat Casualty Care (TCCC), and Prolonged Field Care. All training will take place on or within 25 miles of Fort Carson, CO The North American Industrial Classification System (NAICS) code for this procurement is 611699 - All Other Miscellaneous Schools and Instruction, with a size standard $16.5 million. This will be awarded as a 100% small business set-aside. This solicitation will close at 10:00 AM MST on 31 December 2025 . All questions must be emailed to SFC China Mathews at china.a.mathews.mil@army.mil no later than 10:00 am MST on 26 December 2025. This training provides medical proficiency in prolonged and austere conditions as a core functionality. It also includes instruction to pass and obtain National Association of Emergency Medical Technicians (NAEMT) or National Registry of Emergency Medical Technicians – Basic certification. Desired outcome for the students who receive the training are: proficient at skills listed in the SOFAMT scope of practice and critical skills, receive sufficient instruction to pass an EMT-Basic certification test, proficient at TCCC skills in accordance with the Defense Health Agency’s standards, proficient in Prolonged Field Care skills in accordance with SOFAMT policy. Skills will be tested through written examinations and hands-on practical exercises with realistic scenarios in which multiple skills are tested in the same scenario. All offerors must have an active registration in the System for Award Management (SAM) at time of submission via https://www.sam.gov.
