This procurement supports Health New Zealand’s strategic objective to expand access to high-quality, community-based healthcare, reduce pressure on hospitals, and grow a sustainable, skilled primary care workforce. A nationally consistent, regionally responsive Nurse Practitioner training support scheme will be established to reduce financial and structural barriers for experienced registered nurses pursuing advanced education leading to NP registration. The focus is on supporting the final practicum year of a Master of Nursing—typically the most resource-intensive component for both nurses and employers—and ensuring a successful transition into the NP scope of practice. Health New Zealand is seeking providers or consortia with a track record in designing and delivering clinical workforce development initiatives in partnership with tertiary institutions and primary care employers. Providers will deliver tailored, wraparound support to nurses and employers throughout NP training and the post-registration transition. This includes mentoring, pastoral care, clinical placement coordination, employer engagement, and structured support to safely embed the NP role into primary care settings. The scheme must be equity-led, enabling improved access and outcomes for Māori, Pacific, rural, mental health & addiction, and underserved primary care providers. Proposals must demonstrate strong operational and relational capability—particularly the ability to build and maintain trusted relationships with education providers and health employers across diverse communities. This RFP seeks to identify provider(s) who can implement a scalable, high-impact NP training support scheme that delivers better outcomes for trainees, employers, and communities.
