REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTING SERVIC ES) Country: Independent State of Samoa Name of Project: Samoa Aviation and Roads Investment Project (SARIP) Grant No.: IDA-E0080 Assignment Title: PIU Environmental & Social Specialist Reference No.: SAA/CONS/012B1 Date: Thursday, 5th March, 2026 1. The Government of Samoa has received financing from the World Bank toward the cost of the Samoa Aviation and Roads Investment Project, and intends to apply part of the proceeds for consulting services for aviation investment activities. 2. The consulting services (“the Services”) include hiring a local Environmental & Social Specialist (ESS) to assist the Project Implementation Unit (PIU) at the Samoa Airport Authority (SAA) in performing environmental & social risk management related works for SAA’s activities under SARIP. This assignment is for the consultant to work under the PIU and take lead on the management of all environmental, social and occupational health & safety (OHS) related work for SAA activities under SARIP. 3. The Samoa Airport Authority now invites eligible Samoan individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are: Mandatory Education: Undergraduate degree/ Advance diploma in engineering, environmental management, environmental sciences or relevant field. Experience: At least seven (7) years of relevant work experience in government agencies, NGOs, or private sector to identify environmental/social risk and issues and develop mitigation measures for infrastructure projects to ensure compliance with good international industry practice. Must have demonstrable experience working in the following areas: Preparation of quality PEAR, EIA and other relevant ESHS documents approved by MWTI-PUMA & World Bank or Asian Development Bank; Leading consultations with local communities including on land access arrangements; Good working knowledge of the World Bank’s ESF and/or ADB’s safeguards policies. Language Skills: Oral and written professional proficiency in English and Samoan Language. Must provide at least three (3) work/project references with details (Name, Contact Details and corresponding project).
