Request for Expression of Interest (REOI) COUNTRY: Republic of Lebanon PROJECT NAME: Fiscal Management Project (FMP) CONSULTING SERVICES: Project Coordinator/Activity No. LB-MOF-559859-CS-INDV DUTY STATION: Ministry of Finance The Government of Lebanon has received financing from the World Bank toward the cost of the Fiscal Management Project (FMP). The Ministry of Finance (MOF) is seeking to use part of the proceeds of the funds to finance the position of the Project Coordinator. 2. The Project Coordinator will have the primary responsibility to oversee the implementation and management of all the project activities under the FMP, including reporting to all the stakeholders on the performance as regards the project activities and financial progress of the FMP project. 3. Responsibilities : The Project Coordinator will lead and oversee all aspects of project implementation, providing strategic direction to the Project Coordination Unit (PCU) while managing staff, consultants, and contractors to ensure timely and quality delivery of outputs. On the financial and operational side, the role involves supervising procurement processes, financial transactions, and compliance with World Bank fiduciary guidelines, while keeping procurement plans aligned with implementation schedules. The Project Coordinator will also be responsible for planning, monitoring, and reporting — including work plans, budgets, progress reports, and audit documentation — while tracking performance conditions and managing risks. A significant technical dimension of the role involves advising the Ministry of Finance on the transformation of key information systems such as Integrated Tax Administration System (ITAS) and Integrated Financial Management System (IFMIS), reviewing vendor proposals, and ensuring knowledge transfer and capacity building for post-implementation ownership. Across all these functions, the Project Coordinator will uphold compliance with World Bank policies, environmental and social safeguards, and anti-corruption guidelines, while maintaining transparent and productive engagement with government entities, international partners, and other key stakeholders. All other tasks detailed in the Terms of Reference (TOR) that will be provided upon request by E-mail. 4. Duration: The assignment will be for a period of twelve (12) months with the possibility of extension subject to satisfactory performance and availability of fund for the duration of the project. 5. Selection Criteria : The selection shall be based on the qualifications, experience and skills of the candidate and followed by an interview. The qualifications, experience and skills should include: Advanced university degree (master’s or equivalent) in Project Management, Public Administration, Business Administration, Information Systems, Digital transformation, Finance, Economics, or related disciplines. Minimum of ten (10) years of progressively responsible experience managing donor-funded projects, preferably with World Bank or other international agencies. Knowledge of public financial management and fiscal reforms is preferred. Demonstrated experience in project management or supervision of large information system implementation projects in the public sector (e.g., tax administration systems, financial management information systems, ERP, or similar enterprise systems). Knowledge of business processes related to tax administration and public financial management. Strong analytical and coordination skills. Fluency in English and Arabic 6.
