Request for Expression of Interest (REOI) COUNTRY: PROJECT NAME: Republic of Lebanon Fiscal Management Project (FMP) (P181155) CONSULTING SERVICES: Senior SIGTAS/Oracle Developer/IT Specialist DUTY STATION: Ministry of Finance 1. The Government of Lebanon has received financing from the World Bank toward the cost of the Fiscal Management Project (FMP) (P181155). The Ministry of Finance (MOF) is seeking to use part of the proceeds of the funds to finance 2 positions of Senior SIGTAS/Oracle Developer / IT Specialist. 2. The Senior SIGTAS/Oracle Developer/IT Specialist will support the Ministry of Finance in ensuring the stable and reliable operation of SIGTAS, including system performance, data quality, reconciliation, reporting, e-payment and interface support, and digital taxpayer services. The Consultant will also provide senior technical assistance for system maintenance, operational improvements, and preparation for migration and transition toward the future Integrated Tax Administration System (ITAS). 3. Responsibilities: The Senior SIGTAS/Oracle Developer/IT Specialist(s) will support the Ministry of Finance in the stabilization, maintenance, and continuous operation of the current SIGTAS environment, under the supervision of the Project Manager/Coordinator (PM/C) and in coordination with relevant MoF directorates. The role includes ensuring the continuous operation and stability of SIGTAS, particularly the Revenue and VAT modules; performing system maintenance, troubleshooting, and performance optimization; overseeing database integrity, including backup, recovery, and user management; implementing approved parameter changes, configurations, and technical adjustments related to tax procedures and business rules; supporting optimization of Revenue and VAT administration processes, including exemptions, reassessments, and payment arrangements; preparing technical reports, queries, scripts, and operational tools required for continuity, controls, and management reporting; supporting testing and validation of approved system changes; supporting and enhancing e-payment systems and online tax services; ensuring connectivity between SIGTAS and external platforms, including banks, payment gateways, Treasury, and other MoF systems; enhancing payment allocation and reconciliation mechanisms; leading reconciliation processes between SIGTAS, Treasury systems, and e-services; ensuring data consistency and integrity across systems; developing tools for automated reconciliation and data validation; supporting data migration and data cleaning activities when required; generating Revenue and VAT statistics financial reports, and analytical outputs; providing reporting support for IMF, World Bank, and other stakeholders; coordinating with MOF departments, external stakeholders, banks, and service providers; providing guidance and supervision to junior developers; contributing to ITAS transition readiness by supporting mapping of existing business processes, data structures, interfaces, and operational requirements; documenting legacy system architecture and migration needs; providing technical inputs for future ITAS procurement, implementation readiness, and transition planning; and supporting knowledge transfer and capacity building within the Ministry. 4. Duration: The assignment will be for a period of one (1) year, with the possibility of extension subject to satisfactory performance, availability of funds, and project needs. 5. Selection Criteria: The selection shall be based on the qualifications, experience and skills of the candidate and followed by an interview. The qualifications, experience and skills should include:  Bachelor's degree in Computer Science, Information Systems, or related field.  Minimum of fifteen (15) years of experience in software development and database systems.  Extensive experience with Oracle databases, including SQL, PL/SQL, Forms, and Reports.  Proven experience with SIGTAS and tax administration
