The U.S. Department of Justice, Executive Office for United States Attorneys (EOUSA), on behalf of the United States Attorney’s Office – District of Columbia (USAO-DC), intends to award a Purchase Order (PO) to James Carroll & Associates – Forensic Consultants, LLC, Arcadia, CA, on a sole source basis. The North American Industry Classification System (NAICS) code is 541380 entitled Forensic (except medical) laboratories or services, with a size standard of $19,000,000 dollars. A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 13.106-1(b)(1) – “Soliciting from a single source. The USAO-DC requires crime laboratory forensic testing verification services to permit the Government to verify the integrity of forensic testing conducted by the D.C. Department of Forensic Science for felony prosecution brought in the D.C. Superior Court by USAO-DC. The nature of USAO-DC’s Superior Court litigation and the sophistication of their cases requires advanced and extensive knowledge of crime laboratory forensic testing to be successful. Department of Forensic Science’s methodology and reports related to Forensic Biology, Forensic Chemistry, and Latent Fingerprints. This procurement is being conducted under Simplified Acquisition Procedures; only one source is reasonably available.
