Tender summary
This Single Award Task Order Contract (SATOC) is for analytical laboratory services to provide chemical analysis for a range of matrices (e.g., soil, water, sediment, tissue, and air). Sample collection is outside the scope of this contract. The sampling will be performed by USACE or other parties using sample containers provided by the awardee?s laboratory. All samples will be packed and shipped or hand-delivered directly to the laboratory for testing. Samples may be submitted from: California, Colorado, Idaho, Iowa, Kansas, Minnesota, Missouri, Montana, Nebraska, North Dakota, Oregon, South Dakota, Washington, Wisconsin, and Wyoming. The average task order will require the Offeror to have the capability to receive 10 or more samples a day for 7 or more calendar days. During high workload events, the Government will engage in increased communication to ensure proper task order/project success. The environmental sample analysis services are associated with USACE civil works projects, activities mandated by federal agencies, and other environmental laws and regulations (e.g., Defense Environmental Restoration Program, United States Environmental Protection Agency [EPA] Superfund Program, Formerly Used Defense Sites). Other environmental laws and regulations governing this contract for environmental laboratory analysis include, but are not limited to, the Federal and state versions of the Clean Air Act; Clean Water Act; Toxic Substances Control Act; Comprehensive Environmental Response, Compensation, and Liability Act; Resource Conservation and Recovery Act (RCRA); and underground storage tank laws and regulations. Offerors should have the capability to provide professional scientific and technical services to perform chemical analyses and physical testing pursuant to Federal, State, County, and local laws and regulations. Department of Defense (DOD) Environmental Laboratory Accreditation Program (ELAP) accreditation, Environmental Protection Agency (EPA) National Environmental Laboratory Accreditation Program (NELAP) accreditation, and/or other state accreditations (as necessary) will be required. The necessary accreditations are noted in the attached Price Schedule for each testing method, as well as in the individual task orders issued. Firms must also be able to provide results in the specified electronic format. See the documents in the attachment section.
