****THIS NOT A SOLICITATION**** THIS IS A PRE-SOLICITATION ONLY. This is not a request for invitation for bid (IFB). This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Government does not intend to pay for information solicited. The Department of Veterans Affairs (VA), NCO 2 St. Albans VA Medical Center, is seeking highly qualified construction firms to: repair parking lots and roads at the St. Albans VA Medical Center, 179-00 Linden Boulevard, Queens, NY 11424-1468 in accordance with manufacturer specifications and VA specifications The St. Albans VA Medical Center will perform repairs and rehabilitation of existing parking lots and roadways throughout the campus. The Contractor shall furnish all labor, materials, equipment, supervision, and safety measures necessary to perform the construction work. The Contractor shall follow the Architect/Engineer 100% Issue for Construction (IFC) drawings and specifications to repair the parking lots and roads in accordance with VA design and safety standards. Work includes, but is not limited to, asphalt removal and replacement, resurfacing, striping, grading, curb and gutter repair, drainage improvements, and site restoration. All work shall conform to VA criteria and regulations and shall be performed by OSHA-certified personnel. The Contractor shall take all necessary precautions and safety measures to protect patients, visitors, and staff during all phases of construction. The Contractor shall coordinate all work activities with the VA Contracting Officer s Representative (COR) to minimize impact on operations and access. The Contractor shall test and verify all work to ensure proper operation, quality, and compliance with VA and manufacturer specifications. The Contractor must have OSHA training and specialized OSHA safety training for construction environments. The Contractor shall guarantee that all work performed will be free from defects in workmanship and materials and that all installation and repairs will provide the required capacity and performance as specified. The Contractor shall correct any defects within twenty-four (24) hours of notification at no cost to the Government. All work shall be done in accordance with VA, NFPA, Life Safety, OSHA regulations, and manufacturer specifications. The Contractor shall be responsible for cleanup, debris removal, and recycling in accordance with VA Directive 0063, which requires that at least 50% of construction waste be prevented or recycled. The Contractor shall provide and maintain a clean, safe work area always. The Contractor shall comply with all VA requirements for site supervision, ensuring that an English-speaking supervisor with a minimum of five years of experience is present during all work. The Contractor shall provide its own storage for materials, tools, and equipment, as the VA will not be responsible for loss or damage. The Contractor shall comply with the VA Privacy and Information Security Awareness training requirements. All personnel must complete VA Privacy Training for Personnel without Access to VA Computer Systems or Direct Access to or Use of VA Sensitive Information. Proof of completion shall be submitted to the COR prior to commencing work and renewed annually. All construction contractors and A/E firms performing work under this project shall utilize the VISN 2 Autodesk Build Construction Management Platform (Autodesk Construction Cloud ACC). Access and training will be provided by the VA COR at no cost to the Contractor. The ACC platform shall be used for all official project correspondence, RFIs, submittals, schedules, testing reports, and safety documentation. IAW VAAR 836.204 Estimated Construction Cost Range is $5,000,000-$10,000,000. The NAICS code for this procurement is 236220, Commercial and Institutional Building Construction, size standard: $45.5 million. Bid bonds will be required to respond to the IFB once released. Prospective contractors must be registered and certified online with Veteran Small Business Certification (sba.gov); and must be registered at https://www.sam.gov in accordance with 38 CFR Part 74 and VAAR 819.70 to be eligible for award. There will be a site visit held for this project and all prospective bidders are strongly encouraged to attend. Details of the site visit will be included in the solicitation document. It is anticipated that the solicitation will be issued on/about December 19, 2025.
