Request for Bids Goods (Two-Envelope Bidding Process) Country: Kiribati Name of Project: Kiribati Kiritimati Infrastructure Project (KKIP) Contract Title: Aircraft Rescue and Firefighting vehicles (ARFF) vehicles Loan No./Credit No./ Grant No.: P506425 RFB Reference No.: KI-MICT-457740-GO-RFB 1. The Government of Kiribati has received financing from the World Bank toward the cost of the Kiribati Kiritimati Infrastructure Project (KKIP) , and intends to apply part of the proceeds toward payments under the contract for supplying Aircraft Rescue and Fire Fighting (ARFF) vehicles. 2. The Ministry of Information, Communications and Transport (MICT) now invites sealed Bids from eligible Bidders for supplying ARFF vehicles for the two airports – Cassidy International Airport (CXI) at Kiritimati Islands and Bonriki International Airport (TRW) at Tarawa. 3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025, Sixth Edition (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60 %. and for Bid cost: 40%. 5. Interested eligible Bidders may obtain further information from the following email addresses: tneemia@mfed.gov.ki copying kfsu.procurement@gmail.com. 6. Bids must be submitted to the following email address no later than 2nd April 2026, 8:00am (Christmas Island time) . Electronic Bidding will be permitted. Late Bids will be rejected. The “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, virtually on 2nd April 2026, 9:00am (Christmas Island time). Financial Part shall remain unopened and will be held in safe custody of the Purchaser until the second public opening. 7. All Bids must be accompanied by a Bid-Securing Declaration . 8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
