Request for Quotations ( Price Quotations ) RFQ No.: PROGREEN/KARATAU/VISITCENTER/RFQ-01-2024 Date of Request for Quotations: January 13, 2025 Request for Quotations (RFQ) The Republic of Kazakhstan has received financing from the International Bank for Reconstruction and Development or the International Development Association (the Bank) toward the cost of the PROGREEN Project and intends to apply part of the proceeds toward payments under the contract PROGREEN/KARATAU/VISITCENTER/RFQ-01-2024 for the construction of a modular Visitor Center made of prefabricated, easily assembled and disassembled structures for the Karatau State Nature Reserve (including development of a conceptual design). The Forestry and Wildlife Committee of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan (PROGREEN Project Implementation Group) hereby invites contractors to submit quotations for the works described in Annex 1: Requirements for Works attached to this RFQ. Eligible Materials, Equipment and Services Materials, equipment and services to be supplied under the Contract and financed by the Bank may originate from any country, except: None. Validity of Quotations Quotations shall remain valid until April 14, 2025. Price The Contractor shall indicate the total price in the quotation. The Contractor shall also fill in unit rates and prices for all items of Works described in the attached Bill of Quantities. Items for which no rates or prices are entered by the Contractor will not be paid for by the Employer when executed and shall be deemed covered by other rates and prices in the Bill of Quantities. Technical Proposal The Contractor shall submit a technical proposal including description of work methods, equipment, personnel, schedule, and any other relevant information in sufficient detail to demonstrate adequacy of the proposal to meet the requirements and completion time. Submission of Quotations Quotations shall be submitted in the form provided in Annex 2 . Deadline for submission of quotations: January 28, 2025. Phone: +7 776 675 0988 Contact person: Anel Altina Opening of Quotations Quotations will be opened by representatives of the Employer immediately after the submission deadline. Evaluation of Quotations Quotations will be evaluated for substantial responsiveness to the technical proposal. For technically responsive quotations, total prices (excluding provisional sums and contingencies but including dayworks, where competitively priced) will be compared to determine the lowest evaluated quotation. For evaluation and comparison purposes, the currency of quotations will be converted into a single currency. The currency to be used for comparison is: Kazakhstani Tenge (KZT) . The source of exchange rates shall be the National Bank of the Republic of Kazakhstan . The date for exchange rates shall be January 28, 2025. Contract Award The contract will be awarded to the Contractor who: a) offers the lowest evaluated price; b) submits a technically responsive quotation; and c) confirms completion of the Works by the specified date. The Employer will promptly inform other Contractors of its contract award decision. Unsuccessful Contractors may request clarification of the reasons why their quotation was not successful. The Employer will respond within a reasonable time. Fraud and Corruption The Bank requires compliance with its Anti-Corruption Guidelines and its prevailing sanctions policies and procedures as set forth in the World Bank Group’s Sanctions Framework, as specified in Annex A to the Conditions of Contract. To further implement this policy, the Contractor shall permit the Bank to inspect all accounts, records, and other documents relating to the RFQ and contract performance (in case of award), and to have them audited by auditors appointed by the Bank.
