The WESTPAC Purchase Program covers the annual bulk petroleum requirements for the Western Pacific and Middle East Regions (F76, JA1 both neat and with additives, and JP5). These requirements may increase during the delivery period and be met by supplemental solicitations tied to this procurement. Details of the requirements for this procurement are as follows: Fuel, Naval Distillate (F76), NSN: 9140-00-273-2377, Purchase Program 1.1 Estimated Quantity: 201,804,001 U.S. Gallons (USG) Turbine Fuel, Aviation (JP5), NSN: 9130-00-273-2379, Purchase Program 1.1c Estimated Quantity: 140,475,000 U.S. Gallons (USG) Turbine Fuel, Aviation (JA1), NSN: 9130-00-753-5026, Purchase Program 1.1h Estimated Quantity: 280,358,005 U.S. Gallons (USG) of which some USG requires additives There will be no small business set asides on this procurement. Delivery Period: Under Purchase Program 1.1a, 1.1c, and 1.1h, the delivery period is from January 1, 2026, through December 31, 2026. Solicitation Availability: Please be advised that a hard copy solicitation will not be available. Vendors will be required to submit an offer through the Offer Entry Tool (OET). If you intend to submit an offer, you are strongly recommended to familiarize yourself with the system and its requirements ahead of time. All offers shall be in the English language and in U.S. dollars. PREPROPOSAL CONFERENCE INFORMATION All interested vendors are welcome to join DLA Energy for a Preproposal Conference, which is being held virtually to discuss WESTPAC solicitation SPE602-25-R-0707. The Preproposal Conference will be held on May 1st, 2025, and will provide information from the Procurement team. The conference is scheduled to begin at 08:00 AM U.S. Eastern Time (Local, Fort Belvoir) and end at 11:30 AM U.S. Eastern Time (Local, Fort Belvoir). There will be time set aside at the conference for additional questions, if needed. Agenda, presentation slides, and Microsoft Teams link will be posted to the www.sam.gov website on or before April 30, 2025.
