REPUBLIC OF LIBERIA MINISTRY OF GENDER, CHILDREN, AND SOCIAL PROTECTION Ministerial Complex, Congo Town 1000 Monrovia 10, Liberia, West Africa REQUEST FOR EXPRESSIONS OF INTEREST (REOI) COUNTRY: Republic of Liberia NAME OF PROJECT: Liberia Women Empowerment Project PROJECT ID: P173677 CREDIT/GRANT No.: IDA-7168-LR and E0910-LR ASSIGNMENT: Consulting Services for the Design, Development, and Institutionalization of a Monitoring, Evaluation, Accountability, Learning, and Knowledge Management (MEALKM) System for the Ministry of Gender, Children, and Social Protection (MGCSP) REFERENCE No.: LR-MoGCSP-538972-CS-CQS The Government of the Republic of Liberia through the Ministry of Gender, Children and Social Protection has received financing from the World Bank toward the cost of the Liberia Women Empowerment Project and intends to apply part of the proceeds for the Consulting Services for the Design, Development, and Institutionalization of a Monitoring, Evaluation, Accountability, Learning, and Knowledge Management (MEALKM) System for the Ministry of Gender, Children and Social Protection (MGCSP) Objective of the Assignment The overall objective of this assignment is to design, develop, and operationalize a ministry-wide, digital, and sustainable MEALKM system for MGCSP that strengthens results-based management, accountability, learning, and evidence-based decision-making at both central and county levels, and provide training for the M&E Staff at the Ministry. The specific objectives of the assignment are to: Design and deploy a user-friendly digital MEALKM system aligned with national systems and World Bank standards. Standardize M&E tools, indicators, templates, and reporting processes across MGCSP departments and county offices. Strengthen M&E, data management, and knowledge management capacity of MGCSP staff through structured training and certification programs. Institutionalize accountability, learning, and knowledge-sharing mechanisms, including Communities of Practice on sex-disaggregated data. Test, refine, and operationalize the MEALKM system, including revision of tools and templates based on user feedback. Develop, print, and disseminate an M&E Manual and an MEALKM Strategy to guide implementation and sustainability. Interested firms must provide their detailed profile demonstrating that they meet the following shortlisting criteria: Core business of the firm/JV/Consortium that is relevant to the assignment At least seven (7) years of experience in designing and implementing M&E or MEALKM systems, preferably within government institutions. Proven experience working on World Bank– or other donor-funded projects. Strong expertise in digital M&E systems, databases, dashboards, and data visualization. Demonstrated experience in M&E capacity building, training, and certification programs. Experience integrating gender and sex-disaggregated data into national M&E systems. The attention of interested Consultants is drawn to the fact that the selection of Firm/Consortium will be done in accordance with the World Bank’s “Procurement Regulations for IPF Borrowers (“Procurement Regulations”) dated July 2016, revised in November 2017 and August 2018, and updated in November 2020, September 2023, February 2025, and September 2025 Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. A Firm/Consortium of firms will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the IPF Procurement Regulations.
