Services that help people affirm their gender are considered gender-affirming healthcare. This includes, but is not limited to: initiation and/or maintenance of gender-affirming hormone therapy; hair removal; rongoā Māori; voice therapy; and kaiāwhina or peer support. Community Driven Models of Care (CDMC) may operate on a local, regional, or national level. There are currently six CDMC in place across New Zealand. Health NZ are looking to select two additional providers to deliver CDMC, including a minimum of one Māori and/or Pacific provider to help address inequities experienced by priority populations. Health NZ appreciates that the gender-affirming healthcare needs of communities may differ. As such, Health NZ are seeking ROIs from primary and community healthcare providers who: know the communities they work with, can recognise their communities’ need for gender-affirming care, and have the capacity to meet these needs. It is expected that providers will have strong relationships with transgender, non-binary, takatāpui and/or MVPFAFF+ communities. Health NZ wants decisions around the provision of gender-affirming healthcare to be driven by, and improve health outcomes for, transgender and non-binary communities. Budget 2022 allocated funding over four years to a project with the aim to improve access to primary care for transgender and non-binary people. The current advance procurement opportunity relates to the B22 workstream to ‘fund up to eight primary and community health provides to deliver gender-affirming services over four years.’ This ROI is the first step in a two-step process to select preferred providers. Providers shortlisted based on their ROI will be invited to respond to a written request for proposal (RFP), supplemented by an online presentation to a Health NZ procurement panel.
