The Government of Sint Maarten has received financing through a Trust Fund established by the Netherlands, administered by the World Bank and intends to apply part of the proceeds toward payments under the contract1 for Construction of Sewage network and upgrades to WWTP: Lot 1: Construction of Sewage Network; Lot 2: Upgrades to Wastewater Treatment Plant (WWTP) of the Sint Maarten Wastewater Management Project. 2. The National Recovery Program Bureau now invites sealed Bids from eligible Bidders for Construction of Sewage network and upgrades to WWTP: Lot 1: Construction of Sewage Network; Lot 2: Upgrades to Wastewater Treatment Plant (WWTP). Sint Maarten's sewerage network has limited coverage, with only around 15% of population served by the existing sewerage system that conveys wastewater to the Government-operated treatment plant located on A. TH. Illidge Road. Areas not covered by the wastewater system either use septic tanks, or soak-aways and cesspits for sewage disposal. Additionally, a significant portion still discharges directly into the environment. Lot 1: Construction of Sewage Network - the works comprise the construction and integration of a new gravity sewerage network in Cul de Sac district. The scope of Lot 1 has been structured as follows: I. Base scope •All interventions within Priority Area 1, specifically in the following neighborhoods: o South Reward, o St. Peters, o Retreat Estate o Betty’s Estate - as defined in Bill of Quantities as item 2A.1.4, within priority 1. •Selected interventions within Priority Area 2, specifically in the following neighborhood: o Betty’s Estate - as defined in the Bill of Quantities as item 2A.2.1, within priority 2. II. Optional Scope - Subject to Available Funding •Saunders Estate neighborhood within Priority Area 2, as defined in Bill of Quantities as item 2B.2.2. The Time for Completion shall be 12 months for the Base Scope. In case the Optional Scope is instructed, the Time for Completion shall be extended by 2 additional months. Lot 2: Upgrades to Wastewater Treatment Plant (WWTP) - the works comprises a set of targeted interventions at the Illidge Road WWTP, aimed at improving operational reliability, process performance, energy efficiency, and sludge management capacity, while ensuring compliance with current and future environmental requirements. The proposed works have been developed taking into account the existing infrastructure constructed during the 2012 upgrade, the current operational constraints, and the need to maintain plant operation throughout the execution phase. The duration of the construction period is 18 months. 3. The key qualification requirements are: a. Lot 1: Construction of Sewage Network i. The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as USD 2.5 million for the subject contract net of the Bidders other contractual commitments ii. Minimum average annual construction turnover of USD 20 million, calculated as total certified payments received for contracts in progress and/or completed within the last 5 years, divided by 5 years iii. A minimum number of 2 similar contracts each of minimum value USD 10 million that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or
