Request for Express of Interest Consulting Firm for the Development of the IIP Enterprise Online Survey Platform (Ref. No. CS-35) The Lao Statistics Bureau (LSB) is implementing the "Lao PDR Strengthening the National Statistical Project (LAOSTAT II)" from 2023 to 2028. This project is closely aligned with Vision 2030 and the Strategy for the Development of the National Statistical System (SDNSS - 2016-2025), which outlines key strategies for the sustained development of the national statistical system, known as the Lao PDR Statistical System (LSS). LSS includes LSB, statistical centers of line ministries, and those at the provincial and district levels. The project aims to modernize LSS by enhancing the capacity of both LSB and LSS to produce and disseminate high-quality statistics in a timely manner to enhance the use of key statistics, and in case of an Eligible Crisis or Emergency, respond promptly and effectively. The Sub-component 1.1.3.1 of LAOSTAT-II project aims to support the Bank of the Lao PDR (BOL) in producing and disseminating high-quality statistics. As part of this initiative, the IIP Enterprise Online Survey Platform has been conceptualized to modernize the collection of International Investment Position (IIP) data in line with the International Monetary Fund’s Balance of Payments and International Investment Position Manual, Sixth Edition (IMF BPM6). The development of the platform will be based directly on two business and technical foundations, as follows: Business Alignment Compliance Report (BA) – established the legal and institutional foundation for the platform, aligning with BOL Law, Statistics Law, Law on Electronic Signature and BPM6 reporting requirements. Technical Requirements Architecture Report (TA) – defined the system’s functional and non-functional requirements, UX/UI wireframes, BPM6 validation rules, database structure, logical and physical architecture, API and security framework. This REOI is issued for Consulting Service for the Development of the IIP Enterprise Online Survey Platform. The objective of this consultancy is to design, develop, and operationalize the IIP Enterprise Online Survey Platform using the specifications, workflows, and compliance framework developed in BA and TA. The project aims to create a modern digital platform that transforms how international investment data is collected, validated, and reported. More details on the assignment are provided in the Terms of Reference (TOR), which can be obtained at the address given below. The LAOSTAT-II Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Consultants is expected to be a firm or an association of consulting firms or association of independent consultants with the appropriate capabilities and experience to execute the services. The shortlisting criteria are: The consulting firm must have a minimum of 5 years of proven experience in developing secure, multilingual, and large-scale digital platforms, preferably for government, financial institutions, or national statistical systems. Key Experts and staff qualifications in general will not be evaluated at this stage. Relevant Experience and Past Performance: The firm must demonstrate experience and proven evidence of at least one (1) similar successful past performance in developing e-government platforms, online survey or data reporting systems, statistical or financial data systems, and/or enterprise registration or compliance platforms. The firm shall provide documentary evidence of such past performance, including project references, completion certificates, client testimonials, or equivalent supporting documents. The firm must have successfully completed at least 1 assignment to demonstrate the proven technical experience in full-stack development (Laravel / Java Spring Boot / Node.js) and database design (PostgreSQL/MySQL), Substantial experience in API integration, authentication mechanisms, and secure hosting environments. Proven experience working on IMF-BPM6 aligned reporting systems, national accounts, financial statistics, or digital transformation projects in the public sector will be given preference. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Regulations - Procurement in Investment Project Financing - Goods, Works, Non-Consulting and Consulting Services (July 2016, revised November 2020 edition), setting forth the World Bank’s policy on conflict of interest. A consulting firm will be selected in accordance with the Consultants Qualification-based Selection (CQS) method set out in the Procurement Regulations. A shortlist of firms will be established based on the submitted expressions of interest and in line with the criteria as outlined above.
