GENERAL PROCUREMENT NOTICE BELIZE BELIZE RELIANT AND RESILIENT ENERGY SYSTEM (BRRES) PROJECT Energy & Extractives Loan No.: IBRD-97670 and TF-C6899/ Grant No.: TF-C6965 Project ID No.: P179520 The Government of Belize has received financing in the amount of US$58,400,000.00 equivalent from the World Bank to finance the Belize Reliant and Resilient Energy System (BRRES) Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this Project. The Project has two (2) Components, of which Component 1 – Strengthening Energy Reliability and Resilience , focuses on bolstering the reliability and resilience of the energy system by deploying 40MW/160MWh of advanced battery energy storage systems (BESS), accompanied by necessary civil works. Additionally, this component seeks to strengthen the national electricity system through a comprehensive needs assessment to optimize national grid operations, a feasibility study for establishing an independent system operator, and the provision of specialized tools and training. These efforts will be supported by the implementation of findings from the grid study and feasibility study to ensure a robust and efficient energy infrastructure. The anticipated international contracts are: Design, Supply, Installation, and Commissioning of 40MW/160MWh Battery Energy Storage Systems (BESS) including Associated Civil Works (Plant) ; Undertaking a Needs Assessment for Improving the Operation of the National Grid (Consulting Services) ; Undertaking a Feasibility Study on Establishing an Independent System Operator (Consulting Services) ; Provision and Installation of Equipment and Software for the National Grid's Power Systems Operations, along with Training in the Usage and Maintenance of the Equipment and Software (Information Systems) ; Implementation of Recommendations Based on the Feasibility Study on Establishing an Independent System Operator (Information Systems); Component 2 – Energy Sector Institutional Strengthening, Capacity Building, and Project Management, is dedicated to institutional strengthening and capacity building within the energy sector. It supports institutional reforms through the execution of a cost-of-service study and the provision of tools and infrastructure to evaluate quality-of-service performance and validate capital expenditure performance. Furthermore, this component will assist local regulatory authorities in managing e-waste and addressing hazards associated with variable renewable energy, including fire risks. The anticipated international contracts are: Undertaking a Cost of Electrical Service Study (Consulting Services) Provision of Tools for Evaluating Quality-of-Service Performance (Information Systems) Provision of Tools for Validating Capital Expenditure Performance (Information Systems) Consultancy Services for Strengthening E-Waste Management at the Belize Solid Waste Management Authority (Consulting Services) ; Consultancy Services for Enhancing the National Fire Service Capacity in Handling Variable Renewable Energy Hazards and Fires (Consulting Services) ; Procurement of contracts will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (Sixth Edition - February 2025) (Procurement Regulations) and the procurement policies and best practices of the Government of Belize, and is open to all eligible firms and individuals as defined in the Procurement Regulations . The World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
