REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) COUNTRY : West Bank and Gaza NAME OF PROJECT : Advancing Sustainability in Performance, Infrastructure, and Reliability of the Energy Sector in the West Bank and Gaza (ASPIRE III). Grant No .: TF-C7605 Assignment Title: Functional Review of Key Energy Sector Institutions in the West Bank. Reference No .: GZ-PENRA-548218-CS-CQS. The Palestine Liberation Organization for the benefit of the Palestinian Authority has received financing from the World Bank toward the cost of the Advancing Sustainability in Performance, Infrastructure, and Reliability of the Energy Sector in the West Bank and Gaza Project and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include to conduct a Functional Review of key energy sector institutions in the West Bank—PENRA, PETL and PERC to improve their efficiency, effectiveness, and accountability. The review will assess each institution’s mandate, structure, governance, human and financial resources, digital systems, and operations to identify strengths and weaknesses. It will map institutional roles to uncover overlaps, gaps, and coordination challenges, and compare actual performance against formal mandates and sector targets, to highlight deviations and capacity constraints. Based on these findings, the consultant will recommend targeted improvements—such as cost-saving measures, streamlined processes, optimized staffing, better financial controls, and digital upgrades—supported where possible by estimated efficiency gains. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Submitted REOIs will be evaluated against the following minimum requirements: Core Experience : At least 10 years of proven experience in institutional development, public sector consulting, or reform advisory services, with relevance to public utilities, energy sector governance, or regulatory institutions. Track Record of Similar Assignments : Demonstrated experience in conducting comprehensive functional reviews, institutional assessments, or organizational restructuring for public utilities, regulatory agencies, or ministries in the past 5 years. The firm should provide references and examples of at least two comparable assignments, ideally involving multiple institutional actors. Sector Knowledge : Deep understanding of the energy sector, including electricity sector operations, regulation, and utility management. Knowledge of public financial management, cost recovery principles, and infrastructure governance is desirable. Regulatory and Legal Understanding : Familiarity with the legal and institutional frameworks that govern energy and utility sectors, including regulatory mandates, licensing, tariff-setting, and enforcement mechanisms. Capacity to Mobilize Resources : Demonstrated ability to mobilize a multidisciplinary team of qualified experts to carry out complex institutional reviews, with a clear structure for internal quality control and technical leadership. Understanding of the Assignment : The firm must demonstrate its understanding of the assignment's purpose, complexity, and scope as outlined in this TOR, including its relevance to ongoing energy sector reforms. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised in November 2017, in August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
