REPUBLIC OF ZAMBIA MINISTRY OF GREEN ECONOMY AND ENVIRONMENT Project: Transforming Landscapes for Resilience and Development (TRALARD) II Project Grant No.: P507971 Assignment Title: Request for expression of interest to provide Consulting Services to undertake the Art Trees – Compliant Jurisdictional Credit Level (Baseline), Monitoring and MRV for REDD+ in Muchinga province of Zambia Reference No .: ZM-MGEE-538543-CS-QCBS The Government of the Republic of Zambia through the Ministry of Green Economy and Environment has received financing from the World Bank to support the implementation of the Transforming Landscapes for Resilience and Development (TRALARD) II project in Copperbelt, Luapula, Muchinga, Northern and Southern provinces and intends to apply part of the funds towards an eligible contract and payment for consulting services (Firm) to undertake the Art Trees – Compliant Jurisdictional Credit Level (Baseline), Monitoring and MRV for REDD+ in Muchinga province of Zambia. The objective of the assignment is to support the MGEE to establish an ART TREES compliant jurisdiction Emission Reduction Program for Muchinga province, including developing a Crediting Level, monitoring system, nesting framework, risk of reversal assessment, institutional readiness including supporting registration of the program. The specific objectives of the assignment are to: Develop an ART TREES 2.0 – compliant Crediting Level (Baseline) for Muchinga Province using a reference period from 2019 to 2023; Design of an ART TREES 2.0 – compliant monitoring approach and system, building on existing national level capacity and systems; Support MGEE and the TRALARD II National Project Coordinating Unit (NPCU) in conducting the monitoring and reporting of ART TREES 2.0 compliant emission reductions for the period 2024 to 2025 including producing the monitoring report. Support MGEE and the TRALARD II NPCU in the development of a Nesting Framework and ER Allocation Criteria technical criteria to guide the allocation of ERs to project activities nested under the ER Program Support MGEE and the NPCU during the validation, verification and registration of the ER Program with ART TREES 2.0. The shortlisting criteria for the firm will be as follows; The consulting firm should have at least 5 years of experience in GHG inventory, emission accounting, and REDD+/AFOLU GHG methodologies. Demonstrated experience with ART TREES and MMRV systems. Demonstrated experience in similar projects especially in Miombo ecosystems is preferred. The consulting firm should have technical and managerial capabilities that includes a Lead Consultant (REDD+ Jurisdictional Expert) and other relevant specialists (not limited to) such as Forest Carbon Accounting Specialist, Remote Sensing & GIS Specialist, MMRV Systems Expert and Safeguards / Risk of Reversals Specialist. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition, February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Consultant’s Qualification and Cost Based Selection (QCBS) method as set out in the World Bank’s Procurement Regulations for IPF Borrowers” Sixth Edition, February 2025 The Ministry of Green Economy and Environment now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and / or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
