The Government of the Philippines (GOP) has received financing from the World Bank toward the cost of the Support to Parcellation of Lands for Individual Titling (SPLIT) Project and intends to apply part of the proceeds toward payments under the contract for Supply and Installation of an Electronic Title Document Management System (E-DMS) to manage DAR-related data . 2. The Department of Agrarian Reform now invites sealed Bids from eligible Bidders for the development of a user-friendly and comprehensive electronic Title Document Management System (E-DMS) to manage DAR-related data. The E-DMS will be developed with two distinct but related thematic components: the Core System and the Administrative System. The Core System, which is under the scope of this procurement, will streamline the processes involved in or related to parcelization by automating manual tasks, whereby a central database will track the status of Collective Certificates of Land Ownership Award ( CCLOAs) and generate reports crucial to the management. This will enable monitoring of field office performance efficiently resulting in optimization and allow convenient data retrieval through a systematic archiving system. The system will be equipped with functionalities that allow flexibility to generate evolving data requirements such as those on sex, age, productivity, and vulnerability, together with interoperability with other systems of partner agencies to promote seamless data interoperation. 3. Bidding will be conducted through national competitive bidding using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations that meet the following minimum qualification criteria: The bidder shall furnish documentary evidence that it meets the following financial requirements: The minimum average annual turnover of the Bidder should be not less than 150% of the offered bid price , calculated as total certified payments received for contracts in progress or completed, within the last three (3) years (2022, 2023, 2024). Where the Bidder is a Joint Venture the sum of all Partners' average turnover amounts may be used. Also, where the Bidder is a Joint Venture, the Partner in charge must have had an average annual turnover equivalent to at least seventy-five percent (75%) of the amount required, whereas the other partner(s) shall have not less than twenty-five percent (25%) of the total requirement. The Bidder shall provide audited balance sheets or if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last three (3) years (2022, 2023, 2024) to demonstrate the current soundness of the Bidders financial position and its prospective long-term profitability. The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirement: PHP 14,168,000.00 or equivalent in the contract currency net of the Bidders’ other commitments. Experience and technical capacity: The bidder shall furnish documentary evidence (including detailed description of the functional and technical features of the referenced systems, details of the relevant project references, Letters of Certification/Acceptance Certificates (from clients or certified auditors) and contact information (i.e. telephone and e-mail addresses) of client(s) to support the claims of previous experience) to demonstrate that it meets the following experience requirements: Experience under Information System contracts in the role of prime supplier, management contractor, JV member, or subcontractor for at least the last ten (10) years (2015 – 2025) years prior to the applications submission deadline. Participation as a prime supplier, management contractor, JV1 member in: At least two (2) successfully implemented contracts of similar nature and complexity within the last ten (10) years, demonstrating capacity for development, supply and implementation of Electronic Document Management Systems (EDMS) using the proposed technology stack, or comparable technologies, for government agencies or large enterprise clients. The successfully completed similar contracts shall be documented by a copy of an Operational acceptance certificate (or equivalent documentation satisfactory to the Purchaser) issued by the purchaser(s). The following experience, while not mandatory, will be considered an advantage: Successful development and implementation of an information system related to Land Administration within the last ten (10) years; Demonstrated experience in Web-based Geographic Information System (Web GIS) development involving integration of geospatial data for public sector projects; Experience in the development and implementation of mobile applications for field data collection or workflow management related to land or asset management activities. The Bidder shall provide supporting documentation or testimonials from at least 1 reference site demonstrating such experience. The Bidder shall demonstrate the implementation of recognized quality management and information security standards in software development and system implementation. The Bidder shall submit valid certification(s), below must be provided as proof: ISO 9001 for quality management systems; ISO 27001 for information security management systems (ISMS). The Bidder shall demonstrate experience in the development and implementation of solutions using the software platform or technologies offered in its Bid, or technologies of similar architecture, scale, and complexity. Staff qualification Project Team Leader : The Project Team Leader shall be responsible for the overall management and technical oversight of the project, ensuring timely and quality delivery of all outputs in accordance with the project objectives and contractual requirements. The Team Leader shall coordinate closely with the Client and relevant stakeholders, manage the project team, and ensure effective integration of technical activities with the operational requirements of the land administration domain. Education Qualifications: A degree in Information Technology, Computer Science, Engineering, or a related field. Certifications: Project Management Professional (PMP), Certified ScrumMaster (CSM), PMI Agile Certified Practitioner (PMI-ACP), or similar project management certification is highly desirable . Experience: At least ten (10) years of demonstrated experience in project management, including the successfully delivery of at least one (1) project of similar scale and complexity involving information systems development or implementation. At least five (5) years of hands-on experience in the project's technical domains, including software development, IT infrastructure, and systems interoperation. Demonstrated experience in the use of project management tools e.g., Jira, MS Project, and other related tools for project management platforms. Previous experience in Land Administration Systems, Cadastre, Land Records Management, or similar government land-related information systems will be considered a distinct advantage . Business Area Expert/Business Analyst : The Business Expert (BAE) shall provide domain expertise in Land Administration and Cadastre, ensuring that the system design, functional requirements, and implementation are aligned with the operational processes, legal framework, and institutional requirements of land administration agencies. Education Qualifications: A bachelor’s degree in administration, Information Systems, or any related field. Certifications: Relevant certifications in the business area, Certified Business Analysis Professional (CBAP), Six Sigma, or other industry-specific credentials are an advantage . Experience: At least five (5) years of demonstrated professional experience in Land Administration Systems, Land Titling Systems, or Cadastral Information Systems, working as a business analyst, subject matter expert, consultant, or team lead. Previous experience in working with government land administration agencies such as Department of Agrarian Reform (DAR), Land Registration Authority (LRA), Department of Environment and Natural Resources (DENR), or similar institutions is an advantage . Proven experience in land administration systems or cadastre is mandatory . Experience in at least two (2) relevant system development, digital transformation, or implementation projects related to land administration, land records management or cadastral systems. Quality Assurance (QA) Expert : Education : Bachelor’s degree in information technology, computer science, engineering, or any related field. Certifications (Preferred but not Mandatory): ISTQB Certified Tester (Foundation or Advanced Level), Certified Quality Analyst (CQA), or equivalent QA certifications. Experience: At least 5 years of cumulative experience in software quality assurance, preferably with experience in large-scale government or enterprise information systems. Involvement in at least one (1) large-scale system implementation project with end-to-end QA responsibilities. In cases where Bidder does not have direct institutional experience in land administration systems, Bidder may engage or employ a qualified Land Administration Expert or Business Area Expert as part of the proposed project team. The expert must demonstrate relevant professional experience in land administration, land titling systems, or cadastral information systems, preferably with government agencies such as DAR, LRA, DENR, or similar institutions, to ensure adequate domain expertise for the project. 4.
