Tender summary

The Government of Belize has a received a loan from the World Bank toward the cost of the Covid-19 Response Project and intends to apply part of the proceeds toward payments under the contract for Construction of Medical Waste Holding Area for Primary Care Facilities. The Ministry of Health & Wellness now invites quotations from contractors for the Works described in Annex 1: Works Requirements, attached to this RFQ and broken down in Lots as detailed below: LOT 1 - CONSTRUCTION OF TEMPORARY WASTE HOLDING - NORTHERN HEALTH REGION LOT 2 - CONSTRUCTION OF TEMPORARY WASTE HOLDING – CENTRAL HEALTH REGION LOT 3 - CONSTRUCTION OF TEMPORARY WASTE HOLDING - WESTERN HEALTH REGION LOT 4 - CONSTRUCTION OF TEMPORARY WASTE HOLDING - SOUTHERN HEALTH REGION Prohibited Practices The Bank requires compliance with the Bank’s Corrupt and Fraudulent Practices as set forth in Clause 60 of the attached Contract Conditions. Eligible Materials, Equipment and Services The materials, equipment and services to be supplied under the Contract and financed by the Bank may have their origin in a member country of the Bank. Eligible Contractors A Bidder, and all parties constituting the Bidder, shall be nationals from member countries of the Bank. Bidders from other countries shall be disqualified from participating in contracts intended to be financed in whole or in part from Bank loans. Performance Security The successful Contractor shall not be required to submit a Performance Security in accordance with the Contract Conditions. Validity of Quotations The quotations shall be valid for a period of 60 days from the date of receipt of quotation(s) as indicated in Paragraph 19 of this Invitation to Quote. Price The Contractor shall quote its total price in the Contractor’s Quotation Form. Contractors invited to quote for more than one lot may wish to offer a discount i.e. conditional discount for contract award of more than one lot. The Contractor shall also fill in a breakdown of its lump-sum price in the attached Activity Schedules. The quoted price shall include all duties, taxes, and other levies payable by the Contractor under the Contract, as of the date 7 (seven) days prior to the deadline for submission of quotations. Quotations shall be priced in Belize dollars. Technical proposal The Contractor is not required to submit a Technical Proposal. Clarifications Any clarification request regarding this RFQ may be sent in writing to Procurement Manager, Policy Planning and Project Management Unit, Ministry of Health & Wellness at pmu@health.gov.bz before 14:00 hours on Wednesday, October 8, 2025 . The Employer will forward copies of its response to all Contractors including a description of the inquiry but without identifying its source. Submission of Quotations Quotations shall be submitted in the form attached at Annex 2 by email or hard copy. Quotations submitted as email attachments shall be in the form of scanned non- editable images. Bidders should submit the following documents to form a complete quotation: Completed and signed Quotation Form Priced Bill of Quantities Written confirmation of authorization to sign on behalf of the Bidder The deadline for submission of Quotations is 14:00 hours on Friday, October 17, 2025 . The address for submission of Quotations is: Attention: Chief Executive Officer, Ministry of Health & Wellness E-mail address: pmu@health.gov.bz Address: Policy Planning and Project Management Unit, Ministry of Health & Wellness 2nd Floor, East Block Building Belmopan City Opening of Quotations Quotations will be opened by the Employer’s representatives immediately after the deadline for the submission of Quotations . Evaluation of Quotations For evaluation and comparison purposes, the currency(ies) of the Quotations shall be converted into a single currency. The currency that shall be used for comparison purposes to convert at the selling exchange rate offered prices expressed in various currencies into a single currency is : Belize Dollars . The source of exchange rate shall be: Central Bank of Belize. The date for the exchange rate shall be : October 17, 2025. The total evaluated prices, excluding provisional sums and any provision for contingencies but including day works where priced competitively, will be compared to determine the lowest evaluated price/s. Quotations will be evaluated lot-wise, taking into account discounts offered, if any, after considering all possible combination of lots. Qualification of Bidders The Ministry of Health & Wellness shall determine to its satisfaction whether the Bidder that is selected as having submitted the lowest evaluated and substantially responsive quotation/s meets the qualifying criteria specified below for each lot. The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as BZD $20,000.00. Contract Award The contracts will be awarded to the Contractor or Contractors meeting the eligibility and qualification requirements in accordance with the RFQ, offering a technically compliant quotation, guaranteeing completion of the Works by the specified date and offering the lowest evaluated price to the Employer for combined lots.
