REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION) Belize Climate Resilient and Sustainable Agriculture Project (CRESAP) Loan No.: 9347 BE Project ID No.: P172592 Assignment Title: Consultancy to develop automated processes for data analysis and visualization through training in python and other programming language to create additional agromet products Reference No. (as per Procurement Plan): BZ-SIF-541616-CS-INDV The Government of Belize has received financing from the World Bank toward the cost of the Climate Resilient and Sustainable Agriculture Project and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) is to upgrade the functionality of SURFACE CDMS to significantly improve the creation of agricultural products through the integration with the R statistical programming language and existing R software packages for product generation such as R-Instat. An updated, cloud-based version of SURFACE will showcase automated product generation demonstrating the potential for new innovations in product creation for the agricultural sector. It will increase the efficiency and effectiveness of providing timely climatic information to farmers that will assist them in making critical decisions to avoid losses and increase productivity. The GOB has appointed the Belize Social Investment Fund (BSIF) as the implementing agency for the Project, while the Ministry of Agriculture, Food Security and New Growth Industries (MAFSNGI) will have overall responsibility for the Project. The detailed Terms of Reference (TOR) for the assignment can be obtained by submitting a request in writing via e-mail to procurement.cresap@sifbelize.org. The Belize Social Investment Fund now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (such as cover letter, Curriculum Vitae etc.). Minimum Mandatory Requirements *(Required) Qualifications A software engineer with a computer science degree, or equivalent (Max 20 points) General Experience At least 10 years experience in the role of expert/lead software engineer. (Max 20 points) *If these minimum requirements are not met, candidates will not be considered for the process * Additional Requirements (Desirable) Specific Experience Must have experience of working with Climate Data Management Systems, Relational Database Management systems (including Postgres) and experience delivering solutions in Django, R and web frameworks including VueJS. (Max 20 points) Must have experience working with OGC API standards and an awareness of WMO standards including the WMO Climate Data Model standard. (Max 20 points) Experience with the R-Instat statistical software is highly desirable. (Max 20 points) Minimum total points required to be considered for the assignment is 75 points. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Selection of Individual Consultant method set out in the Procurement Regulations.
