REQUEST FOR EXPRESSIONS OF INTEREST CONSULTING SERVICES – FIRMS SELECTION Republic of Serbia Sava and Drina Rivers Corridors Integrated Development Program (SDIP) Project ID No. P168862 Assignment Title: DEVELOPMENT OF TECHNICAL DOCUMENTATION FOR THE PROTECTION OF SJENICA AGAINST HIGH WATERS OF THE GRABOVICA RIVER AND ITS TRIBUTARIES Reference No. SER-SDIP-QCBS-CS-24-39 The Republic of Serbia has received financing from the International Bank for Reconstruction and Development (IBRD) (“World Bank”) towards the cost of the Sava and Drina Rivers Corridors Integrated Development Program, Phase I project, and intends to apply part of proceeds for consultancy services. The main goal of the technical documentation for the Grabovica River is the establishing of a complete system of protection against floods, erosion and torrents. As part of the technical solutions in question, it is necessary to form a continuous and uniform level of littoral zone protection, especially considering the level of protection that has already been established on the downstream, regulated section, which is located in the central part of the municipality of Sjenica. The degree of protection shall be determined in accordance with the Water Management Master Plan of the Republic of Serbia and the "Strategy of Water Management in the Territory of the Republic of Serbia until 2034." (Official Gazette of the RS, no. 3/2017). The design solution shall foresee the regulation of the Grabovica river and water land ensuring the water and sediment flow and the stability of the river bed and banks. This implies the formation of regulatory lines, securing endangered banks and stabilizing the bottom of the river bed. Within the borders of the flood zones, design shall provide for the arrangement of water land, through the leveling of the terrain and cleaning of sediment and excess vegetation. The consulting services (“the Services”) are divided into 6 Tasks: Task 1: Investigation works; Task 2: Conceptual design (Idejno resenje - IDR); Task 3 : Feasibility Study with Preliminary design (IP) Task 4 : Expropriation design; Task 5: Construction Permit design (PGD) Task 6: Detail design (PZI) The detailed Terms of Reference for the above referenced Services is posted on the website of the Ministry of Agriculture, Forestry and Water Management (MAFWM)/Republic Directorate for Water at: https://rdvode.gov.rs/poslovi/nabavke/projekat-integrisanog-razvoja-koridora-save-i-drine/ . The Central Fiduciary Unit (CFU) of the Ministry of Finance now invites eligible Consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultants will be selected in accordance with QCBS (Quality-and Cost-Based Selection) method set out in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised November 2017 and August 2018). The Client intends to shortlist up to eight eligible firms to whom a subsequent Request for Proposals (RFP), both technical and financial, shall be sent. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Profile of the Consultant: The Consultant will be a company or a Joint Venture of companies with relevant previous project experience in providing similar services related to the tasks specified in these ToR and similar investment Projects using procedures and policies of the International Financial Institutions, notably the World Bank, EBRD, EIB.
