Grant Number: IDA-D9190 Project ID NO: P173070 Assignment Title: Recruitment International Senior Land Administration Specialist Procurement Method: Individual Consultant Selection Reference No : GM-CPCU-539654-CS-INDV The Gambia Inclusive and Resilient Agricultural Value Chain Development Project (GIRAV) has a Project Development Objective (PDO) to promote the development of inclusive, resilient, and competitive agricultural value chains, focusing on smallholder farmers and agribusinesses in project target areas. GIRAV aims at supporting the transformation of the Gambia’s agriculture towards a competitive and resilient commercial agri-food. The project gives special attention to private investments that improve the resilience of the domestic agri-food system to external shocks (economic, environmental) and directly or indirectly (through contract farming) create jobs and income for women and youth. GIRAV is structure around a Project Implementation and Coordination Component and three interlinked components organized to address the key binding constraints for the development of the agriculture and agribusiness sector: The GIRAV Central Project Coordinating Unit (CPCU) and the MoLRGRA are seeking the services of a Senior Land Administration Specialist to support the management and implementation of subcomponent 1.5. The Land Administration Specialist will provide technical advice to the CPCU and MoLRGRA on how to ensure the successful implementation of the GIRAV’s 1.5 subcomponent and the remaining land activities under WACA. The Senior Land Administration Specialist will work in close collaboration with the focal point (based at the MoLRGRA) for subcomponent 1.5 on all aspect of project implementation in GIRAV. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Shortlisting Criteria are: Qualification and experience required The consultant should Possess an advanced degree (at least Masters) in a field relevant to Land Management, Land Administration, Land Economics, Geospatial Technology (GIS/Remote Sensing, etc.), Land Law, Geography, Natural Resources Management, Project Management, or related field. At least 10 years of experience in supporting land administration projects, working experience with bi-lateral and multi-lateral development agencies will be an advantage. At least 10 years of experience with project planning, procurement processes, contract management, financial management, and consultative stakeholder participation processes; At least 10 years of relevant experience in in supporting land administration projects in Sub-Saharan Africa, and specifically in the field of legal and institutional reform, land information system, and the systematic registration of land tenure. At least 5 years of experience in advising governments in Sub-Sharan Africa in the design and implementation of systematic land tenure registration.
