The Republic of Serbia / Republic Geodetic Authority has received financing from the World Bank toward the cost of the Second Real Estate Management Project (REMP2), and intends to apply part of the proceeds toward payments under the contract for the Procurement of the Cyber security system of the RGA. 2. The Republic Geodetic Authority now invites sealed Proposals from eligible Proposers for the orchestration of Cyber security services and continuous 24/7 monitoring of its IT systems, based on the existing ASPEN eSecurity platform. The services cover the central Data Center in Belgrade and 123 Local Cadastre Offices across Serbia, with a contract duration of two 2(two) years. Qualification requirements include proven experience with similar projects, certified ASPEN experts, ISO/IEC 27001 certification, and manufacturer authorization; all details are provided in the RFP. 3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, March 2023 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 40 % . This should comply with the mandatory requirements for Rated Criteria in the Procurement Regulations and for Bid cost: 60 % . 5. The bidding document in English shall be supplied to any interested or potential Bidder free of charge by e-mail upon the submission of a written request containing the Bidder’s detailed identification, to the address given above. 7. Proposals must be delivered to the address below on or before January 12, 2026, at 12 PM . Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below, on January 12, 2026, at 12:15 PM.
