( as per Procurement Plan ): TV-TFD-545530-CS-INDV The Tuvalu Fisheries Authority (TFA) has received financing from the World Bank/International Development Association (WB/IDA) for the Tuvalu Pacific Islands Regional Oceanscape Program for Economic Resilience (TV PROPER), and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) involve engaging an Individual Consultant to undertake the Mid-Term Review process on behalf of the Implementing Agency and submit the findings to the World Bank (WB) as part of the formal Mid-Term Review process. As the project has now reached the midpoint of its implementation period, a comprehensive review is required to assess progress, implementation performance, achievements, challenges, and the way forward for the remaining duration of the project. Interested Consultants should provide information demonstrating that they posess the required qualifications and relevant experience to perform the Services, including a curriculum vitae with descriptions of similar assignments undertaken under comparable conditions. Consultants may associate with firms; however, only the experience and qualifications of the individual consultant will be considered in the selection process. The assignment seeks to engage an Individual Consultant to carry out the activities outlined in the TOR. Expressions of Interest will be evaluated based on the qualifications and relevant experience of the individual consultant. The selected Consultant should possess the following qualifications and experience: University post graduate qualification in Economics, Business Administration, Financial Management, Natural Resource Management or equivalent. Minimum 10 years of satisfactory experience in project management, preferably in developing countries, including in project review, preparation and design, management, monitoring and evaluation. Experience in evaluation of World Bank or other donor-financed projects. Experience in the Pacific Region or Small Islands Developing States is desirable. Essential requisites include the ability to: make meaningful, rapid and independent assessments through hearing stakeholder views and through astute observation, prepare succinct and clear reports, communicate findings effectively to both donor and government representatives. The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers 2020 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, as per national tax requirements, all income earned by individual international consultants are subject to the 15% withholding tax.
