GENERAL PROCUREMENT NOTICE COUNTRY: Afghanistan NAME OF PROJECT: Water Emergency Relief Project (WERP) SECTOR: Water Supply NOTICE: GENERAL PROCUREMENT NOTICE Grant No: TF0C1927 Project ID No: P179311 The Aga Khan Foundation USA has received financing in the amount of US$ 61 Million equivalent from the World Bank toward the cost of the Water Emergency Relief Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. This project will be financed by the ARFT.[1] The project will include the following components: Component Name Cost (US$, millions) Remarks Component 1: Provision of emergency water supply in identified rural areas 52.00 Component 2: Improved surface water irrigation using solar technologies in selected rural areas 35.00 This component will be implemented by UNOPS Component 3: Technical training and public awareness campaigns 3.00 Component 4: Implementation support 10.00 Provision of Emergency Water Supply in Identified Rural Areas. The installation of new water wells equipped with solar-powered pumps and handpumps, water tanks and reservoirs, pipes and distribution networks and household connections. Rehabilitation and replacement of priority small drinking water supply systems. Provision of rapid emergency water supply and sanitation services with a special focus on girls’ schools, health facilities, and selected public areas, including support for water services by trucks and water tanks. Technical Training and Public Awareness Campaigns Support: Capacity strengthening activities within Selected Rural Areas through developing training modules and delivering training to selected beneficiary communities, water sector entities and participating stakeholders, including for women and young girls on topics of water resources management. Carrying out of a public awareness campaign on the importance of good WASH practices with a focus on women and girls’ hygiene, including the provision of hygiene kits and cleaning products for households, schools, and health facilities. The project will include the following procurements under open national competitive procurement. Development/rehabilitation of water systems, including building new wells equipped with solar-powered pumps and handpumps, water tanks or reservoirs, pipes and distribution networks and household connections for the affected rural communities and rehabilitation and replacement of priority small drinking water supply systems, including water wells, pipes, pumps, water tanks/reservoirs, solar and power generators (if any). Implementation of a public awareness campaign on the importance of good WASH practices with a focus on women and girls, including the provision of chlorine tablets for households, schools, and health facilities. Provision of water supply and sanitation services to critical public institutions and places with a special focus on girl’s schools, key health facilities, public places such as markets, bus stations and playgrounds. Where piped water supply is not feasible, water will be supplied through tanker trucks. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers fourth edition, dated November 2020. , and is open to all eligible firms and individuals as defined in the Procurement Regulations .[2] After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection. Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and AKDN, ACBAR and NPA websites.
